The long term care industry has had chronic issues with staff turnover for decades. There are many reasons for this. Ensuring the safety of residents in Adult Foster Care (AFC), one form of assisted living in Michigan, is a priority. It's critical to have strong and effective regulations as well as training and competency requirements for those who are a part of the medication administration process. Pending legislation known as Theresa's Law focuses on safety issues, that is, training the current staff to do their job with competency. Just because there is a staff shortage, doesn't mean you don't train the staff you have. If there's a shortage of firefighters, would you not train the ones you do have to do their job with safety precautions? Same is true for police or other roles where people's lives are at risk. - TRAINING IS AN INVESTMENT, NOT A COST. The biggest issue in assisted living Theresa's Law is trying to fix is the administration of medications by unlicensed staff with MINIMAL training and competency testing and mostly on-the-job-training from those with no required medical credentials. (required training consists of 2 online videos which total < 25 minutes.) Medication Errors is the #1 Category of Substantiated Violations for the PAST 4 YEARS in all AFCs in Michigan. "Medication Errors cause harm to residents, undue stress & turnover of direct care workers (DCW), and harm to facility reputation." - LARA (State's regulatory authority, Reducing Medication Errors & The Six Rights of Medication Administration) We've confirmed 73% of other states do not allow the passing of medications in assisted living by unlicensed staff. Michigan allows this with no required oversight. Everyone in the chain of risk management has no medical credentials or requirements. Direct Care Workers (DCWs) play a critical role in the health of our state by providing long-term care services to older adults, people with disabilities, and others. The professions in this field have some of the highest shortage levels and turnover rates of all health care workers in Michigan, creating significant barriers for many individuals and families who need these services. The Health Fund continues to invest in approaches to stabilize and support the DCW workforce. To help frame the DCW landscape statewide, our partners at the Center for Health and Research Transformation (CHRT) have developed a new legislative briefing, which highlights important data insights and presents potential policy solutions tied to compensation, benefits, career advancement, and more. Looking for feedback from home health agency and assisted living owners, administrators, managers, and recruiters: I've been seeing a lot of social media posts about how difficult finding caregivers, home health aides, and certified nursing aides can be -especially in rural communities. It is extremely common for skilled nursing facilities to use temporary healthcare staffing agencies to assist when they are understaffed, why don't home health agencies and assisted living facilities do the same?
