This is how PACAF put it: We must reorganize ourselves to tackle the high-end fights in the future, where we must be lethal while surviving in an anti-access area denial environment. We are learning to operate from austere locations, testing critical capabilities like our bomber Task Force and stressing our agile combat employment concept through a series of complex exercises at scope and at scale. Through tremendous support from you, we’ve increased the rotational presence of U.S. capabilities in Australia across all domains, ensuring our forces work as interchangeable teams who are efficient during peacetime and lethal and survivable during wartime… We want to find more ways to operate from different locations around the region to drive solutions to logistical challenges and to conduct rehearsals like hot pit refueling events and integrated flying operations to make our footprints even more lean and agile. The bomber task forces, and our strategic aircraft play a critical role in our collective ability to support counter-maritime missions, something that we must do because the rise of competitors in both the Indo, Pacific and European theaters has brought anti-ship capability back to the forefront of the ASW mission. The bomber fleet is finding innovative ways to integrate modern weapons capabilities to increase survivability in an anti-access area denial environment and to support the joint fight. AVM Flewin emphasized: We need to continue to change our mindset and make sure that we’re ready for the fight tomorrow. You might throw back at me that our processes aren’t efficient enough. We procure very slowly, our commercial process isn’t proficient enough. We’ve learned a lot about that through Ukraine. We’ve adapted our process with industry. And I’d argue now that we are, we are getting after it, but there’s more to do. The U.S. Department of State has approved a possible Foreign Military Sale (FMS) of up to 40 Lockheed Martin F-35A (Conventional Take Off and Landing) aircraft and related equipment to Greece. According to the Defense Security Cooperation Agency (DSCA), the estimated cost of a future contract is USD 8.6 billion. “The proposed sale will allow Greece to modernize its air force and improve Greece’s ability to provide for the defense of its airspace, contribute to NATO missions to preserve regional security and defend NATO Allies, and maintain interoperability with U.S. and NATO forces. The F-35 will offset the increasing obsolescence of other Hellenic Air Force (HAF) aircraft such as the F-4 and Mirage 2000. Greece will have no difficulty absorbing these articles and services into its armed forces,” DSCA said in a statement. Phase II of Poland’s WISŁA programme will begin following the Polish Ministry of National Defence and the US defence prime Northrop Grumman signing an offset agreement encompassing eight projects collectively valued at USD75m for its Integrated Battle Command System (IBCS) based air and missile defence systems. Under the agreement Northrop will transfer technology to Polish industry, which will then manufacture, integrate, and test components of the IBCS systems. The Polska Grupa Zbrojeniowa S.A. will produce ammunition for the systems and other beneficiaries of the offset projects include MESKO S.A., Wojskowe Zakłady Uzbrojenia S.A., Military University of Technology in Warsaw, and the Military Institute of Armament Technology. “Northrop Grumman continues to support a range of technology transfer activities with Polish industry via offset as well as direct commercial sales arrangements under WISŁA Phase I. We are looking forward to Phase II, where we will continue supporting local industry with additional offset and direct commercial activities,” Chuck Johnson, director of Northrop Grumman Polska, told #CTO.
