NSPA, EDA and OCCAR Unite in Trilateral Meeting in Luxembourg Luxembourg, 12 December 2023 - The NATO Support and Procurement Agency (NSPA), the European Defence Agency (EDA), and the Organisation for Joint Armament Cooperation (OCCAR) converged in Luxembourg for a trilateral meeting. Hosted by Ms Stacy Cummings, NSPA General Manager, the gathering focused on navigating the evolving security landscape and fortifying joint initiatives to optimise use of resources and enhance complementarity. With a candid exchange on the impact of the current security environment on their respective roles and missions, the organizations delved into strategic discussions aimed at identifying synergies and areas of collaboration. The emphasis lay on identifying common challenges and unlocking opportunities for strengthened cooperation. Key areas of focus included brainstorming pathways to bolster collaboration and coordination, addressing concerns regarding potential competition and overlapping capabilities, and identifying objectives for unified messaging when engaging with common stakeholders. ”A strategic and operational assessment of the Nordic-Baltic region: the importance of the High North cannot be overestimated. Russia will protect its second-strike capability at any cost. Doing that, Russia will try to create an exclusion zone when it comes to hinder NATO air and naval operations as far south as possible into the Norwegian sea. A secondary effect of this ambition, if successful, might be that bringing reinforcements to Scandinavia will become a quite hazardous endeavour for the alliance. Which in turn would make it doubtful if NATO can reinforce its Nordic members and the Baltic states by sea. Russia trying to create an air defence zone to the west of the Kola peninsula will affect Finnish, Swedish and Norwegian land territory. The conclusion being that: Norway, together with UK, Germany and US must contain the Russian Navy as far north as possible and that Finland and Sweden will carry the main burden when it comes to repulse any Russian offensive on land. Presently Sweden does not have the means to be a major player in such a concept. In the Baltic Sea area, Estonia, Latvia and Lithuania are all dependent on allied reinforcements to be able to ward off a Russian attack. The main problem being lack of ground forces and air defence assets. Their limited resources, both regarding economy and population, make it necessary to bring in these assets from the outside. Of the two alternatives: by sea across the Baltic or by land, the latter is a doubtful option due to Russian possibilities to influence movements of larger units through the Suwalki-gap, either by attacking and closing the gap, or by using artillery and drones deployed in Kaliningrad or Belarus. The difficulty to move larger units through the Suwalki-gap makes the option to use the Baltic Sea an attractive alternative, assuming that shipping can be protected. The main threat probably being submarines, antiship missiles and mines. Regarding the discovery of a cache of explosives in Bellheim, #Germany🇩🇪, close to an oil products pipeline that is part of NATO's Central Europe Pipeline System (#CEPS) (as reported on 21 May by Sueddeutsche Zeitung), it raises concerns about the vulnerability of critical infrastructure like the NATO Pipeline System (#NPS) to sabotage by Russia or other actors seeking attention. It's plausible that these explosives were not discovered earlier, suggesting a clandestine pre-positioning for sabotage purposes. The creation of secret caches of arms and explosives has historically been part of Russia's playbook, with similar incidents documented in various countries over the years. Russian Defence Ministry report on the progress of the special military operation (3 September 2024) The Armed Forces of the Russian Federation continue the special military operation. ▫️ The Sever Group of Forces in Volchansk, Bryansk, and Liptsy directions defeated formations of .. near Liptsy, Dergachi, and Vochlansk (Kharkov region). The AFU losses amounted to over 150 troops, .. ▫️ The Zapad Group of Forces improved tactical situation, engaged .. of the AFU .. near Kupyansk, Petropavlovka (Kharkov region), Torskoye (Donetsk People's Republic), and Serebryansky Forestry. One counter-attack .. was repelled. The AFU losses amounted to up to 450 troops, ..
