Simply not acceptable. The report does not provide the figures from the force which made the highest number of disclosures under the scheme. If there is a considerable gap then there is clearly a mis-interpretation of the guidelines. Most forces will be dealing with broadly the same types of enquires where circumstances of those involved will be similar so you would expect the disclosures to be within the same range. Surely the more disclosures the better?
