As large businesses are moving to cloud, they are realizing that there is a cost impact and it is no more a cost arbitrage. When the initial journey to the cloud happened, a lot of it was prompted by the capex coming down. But going forward, the Opex is really going fast as the scale of cloud operations is increasing. So that is a fact which many large organizations are realizing. After doing a cost benefit analysis, they see that by having their workload on prem, or by distributing it between the cloud will be much more cost effective for them. But the major issue where the cloud still continues to be a very compelling solution is their ability to be agile, and scalable (you can offload and launch your services very fast).
