𝗧𝗵𝗲 𝗣𝗿𝗲 𝗕𝘂𝗱𝗴𝗲𝘁 𝗦𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁 – 𝗣𝗮𝗿𝘁 𝟭 – 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁𝗮𝗹 𝗦𝗮𝘃𝗶𝗻𝗴𝘀 Yesterday's speech in the commons was interesting and the first real clash between the new Government and the Opposition. Much of what was announced was largely expected, although it will be interesting to see what the office for Value for Money will comprise of, and whether it will be separate to the GCO. What are your thoughts or predictions on this? In terms of the 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁𝗮𝗹 𝘀𝗮𝘃𝗶𝗻𝗴𝘀 𝗼𝗳 £𝟯𝗯𝗻, how can the Government do this without the scraping of complete programmes? Engaging with the departmental Commercial teams early enough is key. These teams will have the expertise and tools to deliver savings on 3rd party spend and, for large complex deals, the departments are able to utilise the Cabinet Offices CTT team. So, what are the tools that Commercial can use to help: ⚫ The Sourcing Playbook outlines some key processes that are designed to ensure VfM. Market Engagement is a key element of this, and a tool not used enough. Getting to know your suppliers and their capabilities will help departments shape requirements and understand if what is readily available in the marketplace will help save on development costs (particularly in IT). ⚫ Building on the Market Engagement work, DMAs and SCMs are designed to identify the optimum delivery model and where there are savings to be had. Understanding the market capability will allow departments to look at where, in the delivery model, cost drivers are hidden and where savings can be made. ⚫ If a contract is already in place, all is not lost if there are the right provisions in the contract. Work can be done with departmental suppliers to look at the Supply Chain and determine areas that could be more efficient to reduce delivery costs. AI continues to advance and so could be used to streamline key process internally and within the supply chain. 👀 Watch this space for Part 2, where we will discuss the impacts the decisions on some key infrastructure projects will have. Funding, condition, and overall level of service are inextricably linked…it’s just a balancing act that historically society has opted to compromise the condition/level of service of our public infrastructure to minimize financial impacts (raising taxes and service fees is never popular politically). When asked “how did things get so bad?” The answer is simple….slow and steady compromise. I’ll go as far as to say that no public infrastructure has ever been sustainably funded for the condition/level of service the public expects. We will keep optimizing and compromising but eventually the condition/level of service of public infrastructure is going to plateau at the level it is funded at.

Hannah is right in saying that "what gets measured improves" which is I guess why the traditional QS did a lot of measuring using Standard Methods of Measurement which seems to have fallen out of fashion at least in the infra sector as some of the more favoured forms of contract (options C, D, E for example) do not require measurement in the traditional sense when PWWD is assessed via SCC. NEC is not to blame here as BoQ options exist so what is required is for those who make decisions on the option to allow for a method that will enable measurement.
