Oh dear! Another blow for Norway's 1.5GW Sørlige Nordsjø offshore wind tender as EnBW Energie Baden-Württemberg AG has said its subsidiary Norseman Wind AS won't bid due to problems with the regulatory regime. The company was named as one of five pre-qualified bidders last month, but has now said it will not bid in the tender on 18th March because of concerns about the need to build and own the high-voltage interconnector; and limits on state support. This echoes concerns voiced by fellow pre-qualified bidder Shell last month. The silver lining is this indicates EnBW is showing cost discipline in its bids, and ruling out those where it doesn't feel it can make the numbers work. The firm also said it is still committed to the Norwegian market. But we can't ignore the fact that this silver lining comes with a massive cloud. This means the number of engaged pre-qualified bidders in this tender now potentially stands at just three (if we assume Shell won't be bidding), which is looking a little threadbare. 1.56 GW is a huge capacity for Estonia. Should be able to produce around 3/4 of current national electricity demand (8 TWh)! But there are interconnectors as well, of course.

The decision for the size of Havfram's two vessels (currently under construction) has not been made over night and was a result of close dialogues with turbine manufacturers. In focus: offshore wind in Germany. Industry associations (Bundesverband WindEnergie e.V., BWO - Bundesverband Windenergie Offshore e.V. VDMA, WAB e.V., WindEnergy Network e.V. and Stiftung OFFSHORE-WINDENERGIE) have called for tender designs to pivot toward safe and timely project realisation in their newly released expansion figures - a message that we strongly back. Unlocking Germany's offshore wind pipeline is key to reaching the country's net zero goals. This means moving away from measures such as negative bidding, which add too much financial risk upfront and risk project delays or cancellations. An excellent couple of days at the @WindEnergy Annual Conference 2024. Fantastic to reconnect with some familiar faces and great to meet new ones.    Key conference takeaway: A huge amount has been achieved in the past 12 months with further hard work in front of us. Marine Planning and further information on DMAP expected over the coming weeks; Grid planning has accelerated significantly through 2023 with the progress set to continue if we are to achieve our targets. There are continuing challenges of supply chain and resources being the major hurdle to overcome.    Ireland has great potential with both onshore and offshore wind. To fully achieve our potential, the demand side of the grid will need creative ideas for greater connected loads across the country. 

In 1991, the world’s first ever offshore wind farm was launched in Europe, off the coast of Vindeby, in Denmark. 30 years later, Europe is looking to expand offshore renewables even more. On 23 January, ENTSO-E will publish the first-ever Offshore Network Development Plan (ONDP) for European Sea Basins 🌊 ONDP is the tool to make Europe's visions a reality, outlining everything needed to build new transmission infrastructure to hit our climate targets, whilst ensuring marine ecosystems are protected.
