Several senior leaders overseeing FEMA's Mitigation & Preparedness programs participated in the National Level Exercise held for Hawaiʻi on Oʻahu. During their visit, FEMA leadership met with project partners across Hawaiʻi to discuss mitigation and resilience efforts. One of their stops was the Kaimukī Mircrogird Project located at Kaimukī Middle School. Funded by a FEMA grant administered by the Resilience Office, the project will install a back-up battery system connected to the campusʻ solar PV system and will support other neighborhood-level resilience planning through partnership with the CERENE Center for Resilient Neighborhoods at Kapi‘olani Community College.

This guide provides guidance for local leaders and officials to understand, prepare for and execute their leadership responsibilities to promote equity, create accountability, establish an inclusive recovery planning process and recover from disasters while rebuilding long-lasting inclusivity. Disaster recovery is incredibly challenging and, understandably, there is often a strong community desire to move forward and rebuild quickly. Unfortunately, this can sometimes lead to the best intentions not always achieving the best outcomes for the whole community, especially vulnerable or underserved populations that are frequently impacted more during disasters. This new resource provides a great framework for local officials, the drivers of disaster recovery, to consider the outcomes of policy choices they face during recovery on all aspects of the communities they serve. Nicely done, FEMA!!
