Japan is set to join the AUKUS military technology sharing pact alongside Australia, the US and UK in a major boost to alliance building in the face of China’s growing assertiveness. The three founding members are expected to open on Monday talks on expanding the pact, with Japan the first to be invited to participate. Japan’s involvement will be limited to the so-called Pillar 2 aspects of the pact which covers military technology such as hypersonic missiles, quantum computing, artificial intelligence, undersea drones and electronic warfare. Japan will not be part of Pillar 1 which covers nuclear-powered submarines that underpins the agreement. The Australian Financial Review has confirmed with sources the move to bring Japan into the pact, which was first reported by the Financial Times. Comment has been sought from Defence Minister Richard Marles. Japan has long been seen as the most obvious candidate to join AUKUS, and it has always been envisaged that trusted allies and partners would be able to participate in the Pillar 2 aspects of the agreement. 🔗The COMMANDS project at Eurosatory We are pleased to announce that last week, Fernando Grávalos, Senior Manager for the EU Defence Programmes at Sener Aerospace & Defence, gave a keynote speech at the Eurosatory exhibition as part of the panel ‘Ethics in the Defence Industry: From Moral Obligations to Strategic Responsibilities’ organised by C&V Consulting. Fernando referred to the COMMANDS project, which, by combining manned-unmanned teaming and working on platforms with multiple levels of autonomy, is addressing the ethical issues associated with artificial intelligence. He recalled two key principles that he believes EU consortia should respect when considering ethical issues: 1) We must not develop or work on a lethal autonomous weapon system that targets human lives without meaningful human control. 2) The artificial intelligence systems we use in the military domain must be adaptable and compatible with the rules of engagement on the battlefield.
