NamLITS service interruption scheduled for August: Niël Terblanché The Directorate of Veterinary Services (DVS) within the Ministry of Agriculture, Water and Land Reform (MAWLR) announced a scheduled service interruption of the Namibia Livestock Identification and Traceability System (NamLITS) from 23 to 27 August. The acting director of the DVS, Dr. Johannes Shoopala, informed all users in a special notice issued on Monday that the maintenance work will affect several services rendered by the DVS and the Livestock and Livestock Products Board of Namibia (LLPBN). “This downtime is due to essential maintenance of NamLITS hardware,” he said. Shoopala added that services such as the issuance of livestock movement permits, NamLITS Online transactions, processing of stock brand related applications, and the sale of ear tags will be affected during the scheduled downtime. “The DVS and LLPBN urge all parties in the livestock industry to make prior arrangements to ensure their operations remain unaffected during this period,” he said. According to Shoopala, the technical team responsible for the urgent maintenance work will do everything possible to minimize downtime and ensure that services resume promptly after the maintenance. NamLITS is a crucial system for Namibia’s livestock industry, providing comprehensive livestock identification and traceability. The Directorate of Veterinary Services implements it to ensure proper tagging and tracking of all livestock. NamLITS is essential for maintaining the health and safety of livestock, as well as supporting Namibia’s compliance with international trade regulations. The system offers numerous functions that streamline livestock management for producers. These include registering cattle and small stock ear tags, applying for movement permits, tracking livestock movements, and managing herd health status. Additionally, NamLITS integrates with the Meat Board Online portal, facilitating levy payments and other financial transactions related to livestock management. The system also plays a vital role in disease control. For instance, during the 2015 outbreak of foot-and-mouth disease, NamLITS was instrumental in managing and containing the disease, ensuring that trade could resume quickly and safely.

Vandalism and neglect leave livestock quarantine facilities in derelict state: Niël Terblanché Quarantine facilities designed to help farmers in the Kunene Region market their livestock are either non-functional or have been severely vandalised, according to findings by the Parliamentary Standing Committee on Economics and Public Administration. These facilities are crucial for farmers to sell their animals in formal markets, but their current dilapidated state is jeopardising this opportunity. At least three livestock quarantine camps have experienced vandalism, according to the committee’s oversight visits to the Northern Communal Areas. This discovery follows a petition urging the region’s livestock market to be revived. The only facility still in good condition is the Ehomba Community quarantine camp, located over 100 kilometres north of Opuwo. Despite its capacity to hold more than 100 cattle, it has not been used for its intended purpose since Meatco ceased operations in the area years ago. Currently, the facility is leased to a local businessman who operates an abattoir there. With the National Assembly in recess, the Parliamentary Standing Committee has taken the initiative to identify better markets for communal livestock through a series of oversight visits across the northern communal farming areas from 12 to 24 May. These visits aim to revitalise the livestock sector, a cornerstone of the local economy, by assessing facilities, market conditions, and engaging with stakeholders, including government officials, farmers’ unions, and traditional leaders. The goal is to gain a comprehensive understanding of the sector’s challenges and opportunities, improve market access for communal farmers, and increase their visibility in the livestock market. According to the Meatco Foundation, the communal areas in northern Namibia are vital to the country’s livestock production, with a significant portion of the population relying on them for their livelihood. Recent reports indicate that these areas have vast potential for sustainable cattle production, particularly through initiatives such as the Meatco Foundation Projects, which aim to improve cattle genetics and overall animal health. Stock brands, ear tags fees go up: The Livestock and Livestock Products Board (LLPB) previously known as the Meat Board of Namibia has announced an increase in stock brand and ear tag fees. This announcement was made in the government gazette No 573. The new fees will see the registration of a brand increase from N$152 to N$163, transfer of brand has increased from N$55 to N$59. On the other hand, the duplicate certificate of brand will increase from N$96 to N$103. The communique said the stock brand fees increased as from 1 January as per government regulations. The LLPB said as the mandated administrator of the stock brands informed cattle farmers of the updated fees. The Livestock and Livestock Products Board said the annual increase is based on the average annual inflation rate which is 7.1% as per Bank of Namibia Consumer Price Index (CPI). “All State Veterinary Offices, Meat Board Offices, Agriculture Farmers Unions and Associations and Livestock Agents are requested to implement the notice as from 1 January 2023,” said Dr Anja Boshoff-De Witt, Executive Meat Standards at the Livestock and Livestock Products Board said. In a related development, the LLPB announced an ear tag selling price increase from 1 February 2024. The Livestock and Livestock Products Board said it has for the past eight years not increased the selling price of ear tags to producers. “However, increases in production cost, shipping cost and administrative cost has necessitated the LLPB to adjust the selling price to continue delivering the service on a cost recovery basis,” the announcement said. The new selling price for ear tags will be the tandard cattle ear tags costing N$24 per set, large cattle ear tags N$27 per set, standard cattle ear tags for the protection zone, N$24 per set, standard cattle ear tags for the infected zone N$24 per set and small stock ear tags N$4.85 per set.
