In thinking about the theme for the 2025 ACPM annual conference, the planning committee and ACPM leadership settled on “Moving the Needle for Preventive Medicine and Public Health”. This phrase is a play on words meant not only to immediately evoke Seattle’s famous Space Needle as a recognizable landmark that also serves as a fitting image for the logo of the conference, but more importantly, it connotes the need for change and for actions to drive such changes. Preventive Medicine (PM) specialists are certainly no strangers to both needs: as the medical specialty that bridges between the house of medicine and the house of public health (PH), we are constantly working to promote and protect health, and to prevent disease, disability and premature death for populations as well as the social groups and individuals within them."

Some days ago I joined the webinar “How can ICSs navigate the EPR landscape for improved information flow, and what part does convergence play in this?” All speakers brought their experience in EPR design and implementation. However, I would like to share some of Adam Dangoor's insights which resonated after my experience working on the intersection between procurement in Digital & IT and emerging technologies. I engaged widely with NHS colleagues and also suppliers (SMEs and big players) in this field.
Overall, I see a gap between procurement and policy to assure value for money and the procurement rules were not suitable for emerging technology. Note that I am aware there are new procurement rules looking to support the innovation ecosystem and SME’s. I still need to get updated on this…so for now, bear with me regarding the new Procurement regulations.
Below Adam’s insights that I think are spot on!
1. Procurement rules. “The rules seem sometimes obstructive to any cooperation between neighbouring organisations. I can understand why we need procurement rules but they don’t encourage best practice and they create barriers to integration working together ” Hopefully recent changes in Procurement can tackle this problem!
2. Capital and revenue argument and the roll-over of cash between years. We need not only capital but revenue and year-by-year spending to be able to do anything realistic. If you don´t spend it by certain date, you will loose it. This does not encourage best use of money. This is one of the things that prevent the NHS to work efficiently. We need to work on that.
3. Links between systems when we do procurement. There are a lot of suppliers in the market with innovative products and it’s difficult for them to get engaged. We need to encourage links between them and the NHS. An example is the NHS app.
If someone develops and app for diabetes treatment, how can we make it easier for those other suppliers to link into the health records so they can obtain data (and meet certain standards) and supply data for the EPR to make a more mixed ecosystem of optimal products.

While successful CDCs exist, a new report by the All Party Parliamentary Group on Diagnostics emphasises the need for urgent improvements to meet the growing demand for diagnostic tests and scans.
