There seems to be a growing trend to appoint non-FRS people to Chief Fire Officer or Chief Officer posts in the UK Fire and Rescue Services. The latest being the appointment of a retired Air Vice Marshall to head the South Wales FRS. He joins several former Chief Constables, Accountants and people from other backgrounds and it comes at a time when the service is having to take on a wide range of challenges, not least some of those laid bare by the Grenfell tragedy. To me some of these appointments are similar to appointing someone as First Sea Lord to run the Royal Navy who has never been to sea, but knows the navy has a lot of big grey ships and that these can be deployed to deal with maritime threats. I realise this may be seen as controversial by some, and that I am calling into question the undoubted ability of these appointees to lead an organisation, but here's the rub, the FRS do have a rather unique role. It isn't a law enforcement agency, though it has some enforcement powers. It isn't an extension of the military and has a culture that has some similarity to the military, the ethos is very different. Nor is it a 'business'. It is a community service, an 'insurance' policy we can call upon when something goes wrong. The men and women who ride the 'big red lorries' are expected to put their lives on the line to rescue people from fires, traffic accidents, collapsed structures, chemical accidents, floods and just about every other catastrophe humanity can get itself into. This requires years of training and qualification -- wearing a breathing apparatus requires as much training as wearing SCUBA and working as a diver. The environment in which it is worn is possibly more hostile than a diver experiences, but now, it would seem, that these highly trained individuals are not considered capable of leading the organisation they give their hearts and souls to. Yes, there are problems in the service, not least the bullying and misogyny that has been allowed to take root in some watches and services. That has to be addressed, but so do the flaws identified in the Grenfell Inquiry. The question is, is the imposition of people from other services with no 'insider' knowledge of the service or the culture, the way to bring the change that is needed? Studies by far more learned experts in change management than I suggest not. Having now stuck my dinosaur neck out, I shall be interested see how others see this.
