The Government of Denmark announced a series of moves aimed at addressing the climate and nature impact of the country’s agricultural sector, including plans to introduce a carbon tax on emissions from livestock. The initiative forms part of a new “Green Tripartite” agreement, including the government, environmental organisations, agricultural sector associations and unions. The agricultural sector accounts for a significant proportion of global greenhouse gas (GHG) emissions. According to the UN’s Food and Agriculture Organisation, total emissions from global livestock represent 14.5% of all anthropogenic GHG emissions. The livestock sector faces several other environmental challenges, ranging from deforestation to land and water use, in addition other sustainability issues such as ethical treatment of animals. Denmark’s new initiative includes the introduction of a carbon tax on livestock, the first in the world, according to the government, beginning in 2030. Under the new program, livestock producers will be charged an effective tax of DKK 120 (USD$17) per ton of CO2e at the initiation of the tax, ramping to DKK 300 (USD$43) in 2035. According to the government, the proceeds from the livestock tax will be returned to the industry in 2030 – 2031 in the form of a transition support pool to support the green transition of the sector, with use of proceeds to be revisited in 2032. The agreement also includes the launch of a new DKK 40 billion (USD$5.7 billion) Green Area Fund targeting initiatives such as afforestation, extraction of low-lying land, strategic land acquisition, in addition to plans to develop 250,000 hectares of forest, and a new DKK 10 billion (USD$1.4 billion) subsidy scheme for the storage of biochar. Countries around the world are struggling to cut emissions from food production — which accounts for almost a quarter of global emissions including land use changes — while maintaining food security. Ruminant animals such as cows and sheep produce methane through their digestive systems, while synthetic nitrogen fertilisers in the grass they eat also produce greenhouse gases. Livestock accounts for 11 per cent of global emissions, with almost two-thirds of that driven by cows. Denmark is planning to implement the world's first carbon tax on agriculture by charging farmers a carbon tax on their livestock. The Danish tax won't be levied until 2030, starting with a 60% deduction and scaling up over the following five years until 2035. This appears to be a strategy to facilitate faster adoption of climate solutions in Denmark's animal ag sector by providing a tax adoption timeline. Additionally, it will be interesting to see how the Danish government will follow through on their "tax model where the farmer who uses approved and economically sustainable climate solutions can completely avoid the tax” -- and what qualifies as an exemption to the tax. There are reasonable concerns that this will disproportionately impact Danish producers and, consequently, overall production and supply chains, shifting activities to countries or regions without such taxes. In contrast, the New Zealand government is taking a different approach by excluding animal agriculture from its Emissions Trading Scheme (ETS). Is Denmark betting that the threat of the tax will accelerate research and the adoption of climate solutions in animal agriculture more rapidly than market forces alone would?

The world’s first carbon tax on agriculture   Denmark’s legacy as a farming country is evident in both the layout of the land, its institutions, and its culture. Now, a historic tripartite agreement between the Danish government and farming and conservation groups is set to “reorganise and restructure Denmark’s land and food production”.   The world’s first carbon tax on agriculture will define Denmark’s long-term basis for the conversion of agricultural land as well as the transition of food and agricultural production in line with the country’s 2030 target.   The tax entails a fee of DKK 300 (EUR 40.21) per tonne of CO2e on livestock emissions from 2030, rising to DKK 750 (EUR 100,58) in 2035. The package includes a line of built-in incentives for farmers to reduce emissions, and the tax will be phased in with a basic deduction of 60% for at least the first two years.   Overall, efforts and initiatives outlined in the agreement are estimated to reduce Danish emissions by 1.8 million tonnes of CO2e in 2030, thus closing the shortfall concerning the target of reducing national emissions by 70%.   The vision is for Denmark to be an international role model for a holistic and multifunctional approach to land management, where consideration for nature, biodiversity and drinking water go hand in hand with efficient and modern food production.   To drive the transformation, Denmark is establishing a new green fund, which will handle initiatives such as afforestation, extraction of low-lying land and strategic land acquisition. The fund’s activities will include efforts for approximately DKK 40 billion (EUR 5.36 billion)   The Danish parliament is expected to vote to approve the tax later this year and the successful implementation of the same, Denmark to charge farmers €100 a cow in first carbon tax on agriculture.

Hold on a moo-ment! The proposed tax on livestock emissions in Denmark has me concerned. While I understand the goal of reducing greenhouse gasses, this plan seems udderly detached from reality. The report behind it lacks input from farmers and focuses on economics, not the complexities of methane emissions from cows. These animals play a vital role in our food system, and dairy products are irreplaceable for many, especially children and expecting mothers. Denmark's dairy industry is already a leader in efficiency, and this tax could lead to more imports with potentially higher emissions!
