Waste Connections, operator of Chiquita Canyon Landfill, responded to community concerns by updating language on its website regarding a relief program. The program aims to assist residents affected by odors from the landfill. Initially, there was confusion over the program’s language, which some felt could affect residents’ legal claims. However, the company clarified that participation in the program doesn’t waive any legal rights. Numerous complaints have been made due to odors impacting neighboring areas. The landfill agreed to create a community assistance fund after pressure from local authorities. Lawsuits against the landfill are ongoing, and a hearing seeking immediate closure is scheduled for April. Ok, so what projects have federal funds made possible to further the #HumanRightToWater? 📍Texas colonias Settled in the 1950s and ‘60s, many colonias along the Texas-Mexico border still don’t have running water or sewer service and instead rely on trucked-in water stored in plastic tanks for bathing and washing, and bottled water for drinking and cooking 🚰🍳 Now a collaboration between local, nonprofit (including Environmental Defense Fund), and state leaders is bringing more than $4 million in funding to address drinking and wastewater needs in rural communities in Presidio County, Texas. Some of the funds will make it possible to dig deep wells that can access groundwater and then pipe it to homes. Friends of Oloolua Forest (FoOF) and Public Interest Litigation and Advocacy for the Environment (PILAE) have partnered to address this matter through the courts, seeing this as the only permanent way of protecting the Oloolua Forest. A total of 5 cases have been filed at the Environment and Land Court in Nairobi to challenge these 41 titles, and have the land reverted back to the protected public forest. FoOF urgently calls for your help to Protect this forest, and raise funds to assist with litigation and advocacy. It is estimated that 1,000 rivers are accountable for nearly 80% of global annual riverine plastic emissions into the ocean, which range between 0.8 and 2.7 million tonnes per year, with small urban rivers amongst the most polluting. In my career, I have seen people experiencing homelessness give up space in shelter because their pet wasn’t invited - ultimatums of “only the human or nothing at all”. I’ve also seen very young and very old animals surrendered to animal shelters because their owners couldn’t deliver on the promises they made these animals because of their own personal housing conflicts - I.e. moving space quickly, getting new jobs etc. I’ve always found it interesting, the dynamic between people who have no home willing to continue sacrificing everything for their pet, versus people who have a home (or multiple homes) that carelessly give away their pal because they can. When animals return to an animal shelter because of housing conflicts, these animals very rarely get into new homes quickly. They often spend weeks in shelter until someone who isn’t as thoughtless adopts them, or until their life ends. They spend days alone. Routine broken. Living in uncomfortable loud and busy spaces. In my experience, especially in the early days, they are always looking for the person that left them behind. If you have a pet, it’s a decision you make for a lifetime. It’s about time the government alleviates housing ultimatums. Housing is a fundamental right. Whether you have four paws or no paws (or anywhere in between).

Our Bureau of Highways does a lot to curb the amount of litter piling up in the county. In the past five years, DPW has removed over 800,000 pounds of trash from county roads, parks and highways. Part 7 Better Health Outcomes for Louisiana's Rural Population through Sewer Lagoon Rehabilitation: The Louisiana Rural Water Annual Conference was a week ago which always allows me to catch up with operators, superintendent, and directors from across the state. I talked with a group of lagoon operators--one didn't hold back. "I've been running my lagoon right for almost 20 years, saving money out of rates for upgrades, doing the right thing. Why do 'they' only give money (grants) to jackleg operators who don't do their job? Am I supposed to let my system go to hell? I won't do it." Pretty broad statement, I know, but I can understand his pain. To that operator's point, need is the largest factor in allocating grant funds. If an operator has done his or her job well, then they probably do get passed over for grant funds which they see going to systems that haven't been making the grade. So how do small rural communities raise money to dredge out years of differed maintenance? Keep in mind the data shows rural communities have a 24% poverty rate. So, increasing user fees isn't a solution and borrowing money can be a tough row to hoe when you don't have a lot of anticipated revenue to borrow against. The Louisiana Municipal Association Annual Conference is in a couple of days. So, much like a lot of what I do, I'm quite literally between operators and elected officials on my calendar. I'm meeting with NGOs and regional grant letting agencies as well as elected officials this week. I know I will see activity on this front. I just hope I see new ideas added to what we have now.
