In response to the Uvalde mass-shooting tragedy where law enforcement failed to act, agencies have been using Keefer Crossing Middle School in Montgomery County for various training scenarios, from bomb squads to active-shooter response drills. Now there are plans to transform the 200,000-square-foot campus into a dedicated state training facility for active-shooter preparedness. The Special Threat Joint Tactical Training Facility, set to open next year, intends to streamline responses among various agencies, avoiding confusion over leadership roles during crises. Filling the gap: The new NIJ standard introduces a new threat level to better protect against common rifle rounds.

The basic concept of the RTF (Rescue Task Force) is that law enforcement escorts fire/paramedics into ”Warm Zones”. Usually 3-4 armed law enforcement officers to 1-2 fire/paramedics with sufficient supplies to render aid to multiple casualties. Warm Zones are areas during an active shooter event that are safe but not secure. Areas that there is no direct engagement by an active shooter but the suspect is still a threat in another area within the incident location. The law enforcement escort is necessary because the shooter can possibly bypass the area of containment and pose a direct threat to the RTF and law enforcement must defend the RTF at that time.

"A colossal failure of leadership"... Here's another short clip from my testimony before the House Oversight and Government Reform Committee back in the days of the "Operation Fast & Furious" scandal. It's just a little taste of what you'll read about in my book. "Operation Fast & Furious" was really just the tip of the iceberg. If Border Patrol Agent Brian Terry wasn't murdered with a firearm that was purchased by a straw purchaser tied to that case, we may have never heard of that case. As a Group Supervisor who wasn't involved in that investigation, neither me nor my agents knew what was going on in that group, but we were keenly aware of the dysfunction in the federal law enforcement landscape in Phoenix. Don't get me wrong, there were some great people out there trying to do great things, but there were far too many roadblocks, egos and personalities to allow for great successes. Instead we had to settle for minor victories. My book highlights some of the dysfunction that I personally witnessed. It'll piss you off when you read it. Speaking truth to power came with a cost. Not just for me or the other agents who spoke up, but for our families. Accusations, investigations, surveillance, forced transfers, etc... Day 2 of active shooter training and I played the role of the Public Information Officer in the different training scenarios where multiple incidents occurred at different locations ( i.e. shootings within minutes of each other at both the airport and subway station). It amazed me, the amount of information I had to obtain, confirm, and determine what to withhold while working in collaboration with intelligence officers and incident commanders. So many moving pieces, amped up reporters, and tight deadlines that it really made me admire the hard work and pressure our law enforcement and first responders are faced with during active shooting events and those who support them during the incidents. #PIO #publicrelations #activeshootertraining
