Need for Effective Innovation Policy The EU faces geopolitical and climate challenges, necessitating a more effective innovation policy 2. Current Approach The EU's experimentalist approach allows Member States and regions autonomy in policy design, but often lacks effective organizations and capabilities 3. Rethinking Innovation Policy European countries need to rethink how innovation policy is designed and implemented through innovation agencies 4. Organizational Ecosystems Policymakers should focus on developing organizational ecosystems for innovation, fostering new capabilities 5. The private sector is an essential contributor to the policymaking process and is facing increased societal expectations to engage more, not less, in finding solutions to society’s most pressing issues. Growing expectations on companies to engage, however, also come with growing expectations on how to engage. Therefore, the Organisation for Economic Co-operation and Development (OECD - OCDE) has launched the Trusted #Dialogue on Getting #Influence Right, aiming to identify core principles on Responsible Corporate #Lobbying and Political Engagement. On behalf of EPACA - The European Public Affairs Consultancies' Association, I was delighted to participate in the third roundtable which took place in Paris, and to share our experiences with the EU #Transparency Register and the EPACA #Code of Conduct for public affairs professionals. We will continue working on this together with the OECD and look forward to sharing the conclusions of their report. Very pleased to see international organisations are starting to embrace and promote the added societal value of #lobbying when done so in a transparent and #ethical manner.

Collaboration, Participation and Foresight: A Policy Cycle 2.0 for the European Commission ! I. Complexity In 2024, European policymaking is facing a reality where complexity and uncertainty are now the norm; they are contexts, not just risks II. Siloes In the face of complex challenges, siloed, single-stakeholder approaches and short-term fixes are no longer sufficient III. Future-Fitting A more future-fit policy cycle that can consider the cross-cutting and long-term nature of Europe's challenges and strategies will help the ability to respond to them IV. Key elements 1. Horizontal collaboration: institutionalise the Joint Research Centre’s EU Policy Labs early in the policy planning stage. This would allow to discuss cross-cutting politically sensitive issues with a wide range of DGs and better identify who should be further involved in the next steps of the process. 2. Participation: create a Standing Citizen Panel (SCP) of European citizens serving one-year term to provide public input on these sensitive files. Such regular and structured dialogue would ensure that external feedback from citizens is connected to the policy design. 3. Impact Assessments (IA): develop a framework to better embed foresight methods in IA notably by better defining the concept of the long term and ensuring consistency of application across domains. 4. Political leadership: create an Executive Vice President for Future Generations to safeguard the previous proposals and long term thinking IV. Polycrisis In the current polycrisis landscape, the authors suggest retaining specific safeguards in the policy cycle that complement existing EU crisis mechanisms along the same axes: 1. Horizontal collaboration: through more upstream coordination; a prioritisation of challenges requiring intensive cross-sectoral coordination; and more integrated planning processes. 2. Participation: use the Standing Citizens Panel as a rapid response tool for public consultation in times of crisis. 3. Rapid Impact Assessments: create a fast-track process depending on the urgency of the policy file and its potential spillover effects.
