The City of St. Louis Community Development Administration (CDA) recently announced funding to support St. Louis social services, create affordable housing options, and improve infrastructure across the city. The major infusion of funding for the St. Louis Housing Authority (SLHA) will bring 127 units of offline public housing back into service for city families and additional investments will fund renovations including drywall repair, new flooring, new cabinets, and much more. According to Mayor Jones, these investments reflect the city’s commitment to economic justice and the partnerships between their federal, state, and local partners are driving historic investments by creating stronger communities. FCI is excited to highlight the March closing of a $4 million New Markets Tax Credits (NMTC) deal with our partners Milwaukee Habitat for Humanity for the construction of 13 single-family homes in economically disadvantaged neighborhoods across Milwaukee. These homes will be available to households earning between 30-80% of the area median income. This project would not have been possible without the advisory services of Hope Community Capital LLC, a close partner of both Milwaukee Habitat for Humanity and FCI. Using NMTC allocation for the construction of for-sale single-family housing is a first for FCI. This method aligns with Milwaukee’s Community Development Alliance (CDA) Collective Affordable Housing Plan, which aims to provide housing opportunities for 18,000 Milwaukeeans earning 30-80% of the area median income over the next 10 years. These critical housing goals are instrumental in building a stronger, more resilient, and more equitable Milwaukee. The California Department of Housing and Community Development (HCD) announced the second round of awards from California’s innovative Multifamily Finance Super NOFA (MFSN), designed to spur much-needed housing development by reducing administrative barriers. Of 4,018 homes funded, 3,947 will be restricted to those earning 80% of Area Median Income or below. This includes 723 permanent supportive homes, 805 homes with 3-4 bedrooms for families, and 696 homes for seniors. Funds were set aside for emerging and community-based developers; projects in high-resource areas received scoring incentives. The Multifamily Super NOFA allows developers to apply to 4 separate funding programs through 1 application, saving builders time and money. PA's Abandoned and Blighted Property Conservatorship Act (Act 135) has been a valuable tool for repairing and remediating distressed properties. However, there have been some issues with its application, and there is room for improvement. In this article, we review the Act's usage and suggest reforms and policy changes. Our hope is to spark conversation and recommendations for change among those in community development, redevelopment, blight mitigation, and housing.
