The New York City Council is set to approve a revised version of Mayor Eric Adams' "City of Yes" zoning overhaul, aimed at boosting business growth by eliminating outdated regulations, such as the ban on dancing in bars. The Council's land use committee voted on Wednesday to advance a modified plan addressing concerns about the expansion of commercial activities in residential areas, noise pollution, congestion, and reduced community input on land use changes. Council Member Kevin Riley, chair of the zoning subcommittee, emphasized that the modified plan avoids a one-size-fits-all approach to transforming residential districts into mixed-use areas. The Council also secured commitments from the Adams administration to regulate last-mile warehouses and increase enforcement resources. The vote comes as the third and most controversial part of the "City of Yes" initiative, aimed at increasing housing production, undergoes public review, facing strong opposition from suburban areas. The revised zoning plan includes 18 proposals to stimulate business growth, with significant modifications and the removal of the allowance for corner stores in residential zones. Another contentious proposal sought to modernize rules for home-based businesses by allowing up to three employees and lifting prohibitions on certain types of businesses. The Council, however, scaled it back to permit only one employee and maintain the prohibition on animal-related businesses. Mayor Adams praised the committee's approval, highlighting the initiative's potential to sustain lively commercial areas while balancing public input and maintaining the proposal's intent. This would be funny if there weren't thousands of pages of this kind of language for all the #zoning codes UrbanForm now serves. Also, for many reasons, #LLMs aren't great about handling this kind of language. Also also, this is the kind of zoning information needed when real building decisions are made. Not just the name of the zone. This has been my experience after almost two decades working as an architect. #zoning UrbanForm #technologyforbetterbuildingsandcities
Couldn't resist sharing this gem from the NYC Zoning Resolution. Yes, this is real (see ZR 81-752.a.1). There has to be a better way for cities to communicate zoning standards to the public.

Specifically, what the heck are Annual Reports and how do they work? 👩🏫 Per the MLUL, a Zoning Board of Adjustment "shall, at least once a year, review its decisions on applications and appeals for variances and prepare and adopt by resolution a report on its findings on zoning ordinance provisions which were the subject of variance requests and its recommendations for zoning ordinance amendment or revision, if any. The board of adjustment shall send copies of the report and resolution to the governing body and planning board.” To facilitate the #Cranford Zoning Board’s Annual Report, Topology provided an overview of the Zoning Board applications from 2021 and 2022, including a review of application types, bulk variances, use variances, and ordinance recommendations for the Township Committee's consideration, which was officially adopted by the Township of Cranford this past June. 📃✅ Want to take an even deeper dive? Salt Lake City may soon switch from Euclidian zoning to Form-Based zoning. Form-based zoning codes aim to create more predictable, cohesive, and walkable urban environments by promoting mixed-use development, improving the pedestrian experience, and preserving or enhancing the character of neighborhoods. This approach can lead to more sustainable and vibrant communities that balance the needs of various stakeholders, including residents, businesses, and local governments. While form-based codes have gained popularity in many cities seeking to revitalize urban areas or promote smart growth, they can be more complex to develop and implement than traditional zoning regulations. They put an emphasis on the physical forms of buildings based on building type, rather than separating land uses based on zoning districts. These codes allow a wider range of uses within buildings and more flexibility for developers, but it makes the zoning due diligence/zoning report process more challenging, as building types may not be clearly defined for buildings that pre-date the form-based code. When it comes to form-based codes and zoning reports, we need more thorough information from the client/owner regarding existing uses, and we need to know exactly what building type the municipality applies to the property. Last night the SLC planning commission forwarded the largest comprehensive zoning update since 1995 to the city council. This consolidates 27 commercial and mixed use zones to 6 new form based districts based on building type, cuts dozens of pages of outdated and unnecessary zoning regulations, makes the code easier to use, and allows housing on more than 200 acres of land of aging light industrial land that currently prohibits housing. Incredibly insightful and thought provoking read! In many ways, zoning is anti-American and an infringement on the rights of property owners to maximize the value of their assets. As I've met with over 1,200 property owners the past 4 months, it is discouraging to hear their stories of frustration as cities have blocked them at every turn.
