The Council of the EU approved a ground-breaking law aiming to harmonise rules on artificial intelligence, the so-called artificial intelligence act. The flagship legislation follows a ‘risk-based’ approach, which means the higher the risk to cause harm to society, the stricter the rules. It is the first of its kind in the world and can set a global standard for AI regulation. The new law aims to foster the development and uptake of safe and trustworthy AI systems across the EU’s single market by both private and public actors. At the same time, it aims to ensure respect of fundamental rights of EU citizens and stimulate investment and innovation on artificial intelligence in Europe. The AI act applies only to areas within EU law and provides exemptions such as for systems used exclusively for military and defence as well as for research purposes.

🌐 NATO and Artificial Intelligence: Navigating the Challenges and Opportunities As the General Rapporteur on AI for the STC committee of NATO Parliamentary Assembly I drafted a report with the subject that AI is transforming how wars are fought, presenting both opportunities and challenges. It's crucial to master the balancing act of leveraging AI while addressing ethical and legal concerns. AI-powered systems can revolutionize decision-making, autonomous systems, and cyber defense, but effective human-machine interaction is key. We need to adjust procurement processes to keep pace with AI innovations as traditional methods lag behind the rapid advancements made by non-defense industry players. AI raises fundamental ethical and legal questions, especially regarding lethal autonomous systems and international humanitarian law. We must address these to ensure lawful and ethical AI use. NATO has made strides with its AI Strategy and Principles of Responsible Use for AI in Defense. It's a leader in promoting ethical AI in the military. The U.S., France, Germany, Türkiye, and the UK are advancing AI for military use. Cooperation among allies is vital to harmonize efforts and standards. As AI adoption in militaries becomes irreversible, we must navigate its integration carefully to ensure it benefits our defense capabilities without compromising ethics. Six Recommendations for NATO and AI: 1️⃣ Raise Awareness: Enhance the legitimacy and acceptance of increased AI investments through public awareness campaigns. 2️⃣ Balance Ethics and Military Needs: Develop regulations that balance ethical commitments with military necessities. 3️⃣ Update Strategies: Regularly review and harmonize AI strategies across NATO and its allies. Utilize vast networks of relevant agencies and institutions. 4️⃣ Foster Innovation: Build on initiatives like the NATO Innovation Fund and DIANA. Cooperate with AI-related start-ups to bring cutting-edge technology to our armed forces. 5️⃣ Enhance Cooperation: Strengthen collaboration with the EU and other partners. Establish a structured dialogue on AI to ensure coherent efforts. 6️⃣ Develop Standards: Continue developing and adhering to the highest ethical standards for AI use. Engage with external actors to reach universally agreed-upon standards. ➡️ We as NATO Parliamentarians have a crucial role to play in implementing these recommendations. The U.S. Department of State recently released its first #AI #strategy, describing its plans to responsibly use AI to support #diplomacy. The strategy focuses on developing an AI-ready #workforce and using AI to gain #data insights for its diplomats. The strategy also supports collaborating with allies to shape international norms around the ethical use of AI. The department said it sees AI as an opportunity to advance things like public diplomacy, #languagetranslation, and operational efficiencies. The department plans to help diplomats capitalize on AI's foreign-policy insights and efficiencies "while mitigating its risks," said Secretary of State Antony Blinken. The department's Center for Analytics is experiencing a "booming demand for data and AI services across the department," according to chief data and AI officer Matthew Graviss. #Machinelearning tools showed 97% accuracy in declassifying cables under FOIA, matching human reviewers and decreasing employees' workloads by 60%. The Center for Analytics is also using #computervision tools to document war crimes in Ukraine based on satellite imagery, he said. #artificialintelligence #upskilling

Once more after #GDPR, #Europe paves the way for the rest of the world as being the first legislative region that passes an #Act on how to regulate the #AI technology. This is a great first step for ensuring AI #systems will do good rather than harm. Businesses and people have lots of work in front of us and we need to strive for: - The proper operationalisation of the #AI #Act. - Understanding that the #AI #Act is a means to protect citizens (and consumers) as well as to help businesses to improve their #culture, #processes and most definitely the #technology they use or produce. Long story short: Now that the legislators have done their bit, it's on us to take the advantage of it.
