The more things change the more they stay the same. The current iteration of cost control measures (called Profitability & Sustainability rules, which is ironic as they encourage neither profitability nor sustainability, benefit existing large clubs that qualify for major European competitions. The rules make is difficult for ambitious/aspirational owners who want their clubs to challenge the existing elite. The rules are set to be replaced by a Squad Control Cap which will…benefit existing large clubs that qualify for major European competitions. Fancy that!
