Today's FT story, based on leaked Russian military documents, provides some interesting details on scenarios in which Moscow might consider using nuclear weapons. However, these don't add up to evidence of a lower nuclear threshold, as the article claims. Russian military doctrine already states that Moscow reserves the right to use nuclear weapons in response to conventional attacks that threaten the existence of the state. Why did Russia veto a UN resolution on nuclear weapons in space? My guess is that President Putin understands that the US has developed an overwhelming advantage in advanced space technologies through its secret space program, and in both civilian (Artemis Accords) and military space alliances (Combined Space Operations initiative), and also secret agreements with visiting ETs (e.g., Jupiter Accords). Nukes will give Russia influence (a de facto veto) in future negotiations about the exploitation and control of space in the decades ahead.
