In response to the recent alarming revelations at the Mangaung Correctional Centre, we stand firm in condemning both Bloemfontein Correctional Contracts (BCC) and G4S. This unfolding scandal involves very serious allegations ranging from illicit activities to corruption, and demands immediate attention. We are alarmed and, frankly, angered by reports that vulnerable inmates and staff are being exploited at Mangaung. As POPCRU, we vow to protect the rights and interests of our members against unfair targeting and dismissals. We call for an investigation into the involved companies and individuals, and for greater transparency. Additionally, we call for: 1. Greater scrutiny of BCC, its contract, and corruption allegations. 2. Government intervention, and for the Department of Correctional Services (DCS) to take over private prisons. 3. Government to guarantee the necessary staff pensions. 4. Protection against threats and intimidation for staff employed at the Mangaung facility. We are determined to fight any unfair dismissals. Workers’ rights must be respected, and all disciplinary actions or dismissals must follow due processes. Enhancing collaboration with other stakeholders in the criminal justice system is one of the strategies to reduce congestion in prisons and correctional centers. This is in line with the Zambia Correctional Service (ZCS) 2024-2026 Strategic plan, under strategic objective no. 1 : Improve Custodial Services. On 19th July, 2024 I was privileged to host the Communication, Corporation and coordination initiative (CCCI) committee for Mongu at Mongu Central Correctional Center where I happen to be a member. The primary objective of the CCCI is to improve service delivery in the criminal justice system by enhancing coordination among criminal justice institutions. Such visitations create a platform for ZCS to bring to the attention of stakeholders, names of remandees who are not appearing before courts and whose warrants expired. Inspector of Custodial Services Report for Mannu & Glen Innes correctional centres - NSW, published February 2024. In total, 30 recommendations were made by Fiona Rafter - Inspector of Custodial Services in which covered both minimum security open camps. It would be advisable that correctional centres are inspected every 2 -3 years to ensure that recommendations are being implemented and providing the opportunity for both correctional staff and inmates to raise matters of concern and significance with the Inspector of Custodial Services and its staff. At times when a final report is presented to parliament, it will highlight significant deficiencies and areas of concern within the correctional centres operational capability and capacity. Rather then being viewed as a criticism of the management and staff of the centre, it needs to be accepted that on-going enhancements and improvements to the safe operations and humane management of inmates within the centre, can only result in positive changes in the work place for all parties to benefit from (correctional staff and inmates). Correctional centre staff should be encouraged to participate in these types of inspections by the Inspector of Custodial Services without any type of concern in voicing there views and opinions. Extract from report (page 2) 'Inspection provides independent information gathering and analysis concerning what is working well and which areas require improvement. Prior to, and after the onsite inspection, a range of information was obtained (through meetings and in documentary form) from CSNSW and JH&FMHN. During the onsite inspection, observations were made, documentation was obtained, and discussions were held with individual and groups of men in custody (including the inmate development committee) and CSNSW and JH&FMHN staff at Mannus CC and Glen Innes CC'. #correctionalofficer #prison #correctiveservices #prisonreform #inspectorcustodialservices #csnsw

Correctional Services PS Dr. Salome Beacco Attends Stakeholder Workshop for Validation of Strategic Plan (2023-2027) Correctional Services Principal Secretary Dr. Salome Beacco attended a stakeholder workshop aimed at validating the Ministry of Interior and National Administration's Strategic Plan for 2023-2027. The strategic plan outlines a comprehensive roadmap for implementing the government's agenda over the next four years. During the workshop, Dr. Beacco emphasized the importance of collaboration among various stakeholders to ensure the successful execution of the strategic initiatives. She highlighted that the plan is designed to enhance national security, improve correctional services, and streamline administrative processes. "The Strategic Plan 2023-2027 is a pivotal document that will guide our efforts in achieving the government's objectives. It is crucial that we work together to validate and refine this plan to meet the needs of our nation effectively," Dr. Beacco stated. #newsalert PARLIAMENT: NCOP PASSES CORRECTIONAL SERVICES, DIVISION OF REVENUE BILLS Parliament has issued a media statement confirming that NCOP has passed the Correctional Services Amendment Bill and Division of Revenue Amendment Bill, which will now be sent to the President for signature. No changes were made to either Bill during the parliamentary process, according to related parliamentary papers. The Correctional Services Amendment Bill gives effect to a 2020 Constitutional Court ruling requiring the principal statute to provide for an ‘adequate level’ of Judicial Inspectorate for Correctional Services independence. It also strengthens provisions in the Act intended to ensure that that inmates are held ‘under conditions of human dignity’. This is according to a memorandum on the Bill’s objects. Tabled with the 2023 Medium Term Budget Policy Statement, the Division of Revenue Amendment Bill adjusts this year’s allocations to national, provincial and local government, informed by developments since January. Let’s talk about correctional awareness This is an important aspect of staff performance in emergencies and can include being aware of the physical conditions of the facility and the people inside. For example, correctional officers should be aware that inmates can use ordinary items to make weapons or escape tools. They should also be aware of an offender's physical and emotional state during stressful situations, and know how to respond. Cultural awareness As correctional officer demographics and inmate populations change, it's important for correctional personnel to be aware of and respectful of the diversity they may encounter. This can include anti-bias training, diversity awareness, and hate crimes training. Avoiding complacency Correctional officers should be on guard, even when it's quiet on the unit, and avoid getting comfortable. They can ask themselves "what if" to help prepare for things that could go wrong, and training programs can emphasize the consequences of complacency.
