What Causes Homelessness? Housing is becoming increasingly out of reach for low income households, leaving many at risk of eviction and homelessness. The lack of affordable housing makes it difficult for low income individuals and families to not only secure shelter, but also afford other basic necessities like food, transportation, and clothing. This also often leads to a connection between homelessness and poor health, as housing is a vital factor in addressing health needs. Survivors of domestic violence are also at risk of becoming homeless when leaving an abusive relationship. Furthermore, racial disparities in the United States contribute to a disproportionate number of minorities experiencing homelessness, highlighting the impact of racial inequality on this issue. There are two items on tonight’s Council meeting agenda that relate to the critical issue of affordable housing and homelessness. These stats regularly shared by the municipal Employment and Social Services team is just a snapshot as to why we discuss these issues at almost every Council meeting and something that keeps me up at night as a Councillor. As we see encampments across CK and more and more people in crisis, how we can find solutions and spend our limited taxpayer resources wisely is, in my opinion, the most critical issue of this term. Here at Simon on the Streets, we belive that breaking the cycle of homelessness takes a collective effort and an approach based on supporting sustained and positive change. "Housing not Handcuffs" A Cruel and Unusual Decision (repost from Youth Collaboratory) This past Friday, the Supreme Court of the United States ruled that people who are experiencing homelessness can be arrested for sleeping in public, even when communities have no shelter to offer. For the sole act of being homeless in public, people can now be legally fined and jailed, overruling the precedent that by doing so, it was cruel and unusual punishment. This ruling will lead to more incarceration and less safety for people experiencing homelessness. A Detrimental Impact on Young People Homelessness disproportionately impacts young people who are Black, Hispanic, American Indian, or Alaska Native; and those who are lesbian, gay, bisexual, or transgender (LGBTQ2S+). Twenty-nine percent of youth experiencing homelessness have been in foster care, and young people experiencing homelessness are disproportionately likely to encounter police and the criminal justice system. Youth and young adults have limited access to safe, age-appropriate shelter. If young people cannot sleep outside when they need to, they will be forced to choose alternatives that could be more harmful and dangerous, just to avoid arrest. Let's Focus on Collaborative Efforts It is critically important that we stand together to publicly denounce this ruling and take action to protect our nation’s young people. All people deserve dignity, choice, and support. People experiencing homelessness need housing and services, not a criminal record. Young people need to know that their community will ensure their safety, not allow them to be placed in the criminal justice system—impacting their life goals of education, employment, family, and community—only because they had no safe shelter to stay. We need to stand against the incarceration of people of color, who are disproportionately impacted by homelessness. Regardless of the SCOTUS decision, communities do not have to create laws that criminalize people whose only crime is not having a safe place to sleep inside. Communities can do the right thing. Addressing Homelessness Among Older Adults The Office of the Assistant Secretary for Planning and Evaluation (ASPE) recently released a report addressing the escalating issue of homelessness among older adults, a demographic experiencing a rapid increase in homelessness over recent years. This report gives an overview of the population of older adults at risk of experiencing homelessness and describes what services and supports are available to serve them. The report also examines these topics with attention to what is known about racial and ethnic groups disproportionately impacted by homelessness. In addition, the report highlights the challenges older adults encounter in accessing available assistance and discusses innovative practices to reduce these barriers. ASPE also presents potential policy options aimed at better serving this population.

The vast majority of homeless youth did not choose homelessness. It is important to note that respondents were allowed to select multiple reasons or factors they felt contributed to their homelessness. So while some indicated that ‘Client Choice’ was a factor, this does not necessarily mean that it was the sole or primary cause of their homelessness. Homelessness may have been the safer option. There are many reasons people do not trust the system, specifically those who have been historically harmed by it. If rent were more affordable, higher wages were more attainable, and family units were more stable, fewer people would have to experience homelessness.
