REPROGRAMMING! This is what I’m paying attention to with respect to Replicator. It is the process that signifies DOD can say, “yeah, so we are going to acquire X instead of Y,” and if it becomes more of the norm than the exception, it has the potential to disrupt the standard lobbying practices the Defense Industrial Base uses to get loads of funding. I think Replicator will be heralded as a huge success—it’s too big and strategically important to fail, not just for the capabilities, but for the acquisition innovations.
