Today, Senior Vice President Ural Yal of Flatiron Construction delivered a crucial testimony to the United States House of Representatives Transportation & Infrastructure Committee on behalf of AGC of California before the Railroads, Pipelines, and Hazardous Materials Subcommittee. The focus was on the California Air Resource Board's (CARB) proposed In-Use Locomotive Regulation. Yal highlighted that while we support environmentally friendly initiatives, the proposed regulation could have significant adverse impacts on the construction industry, potentially affecting infrastructure development, disrupting the supply chain, and job creation. "The proposed Spending Account and Useful-Life Requirement within CARB’s In-Use Locomotive Regulation present significant financial and operational challenges for our agency partners and operators. These requirements are designed to accelerate the transition to zero-emission locomotives by mandating substantial financial contributions from operators into a spending account and limiting the operational life of existing locomotives. While we support the intent to reduce emissions, these measures impose undue burdens on our transportation agencies and, by extension, the communities they serve." Utility line improvements often require installation of temporary site access roads through residential areas, which can mean road closures and homeowner headaches.   This Midwest utility site involved upgrading distribution poles, at a substation tie-in, for higher resiliency. One of the first projects I was a technical lead on was a “small” intersection replacement. Looking back on it it was neither easy nor small. It heavily involved some of the most dreaded two words for any roadway engineer: Utility Relocation. Those two words redefined the magnitude of the project from every facet. More importantly, what was supposed to be a small line item in any work program turned into a sprawling behemoth of coordination which involved learning what exactly is an obsolete pipe material, just how large a mast arm foundation capable of withstanding 175 mph wind loads can be, and how having aerial & land rights is just as important as the improvement itself. This is all to say: This will be the new norm. The topic of Lifeline Infrastructure (which includes energy, water, wastewater, communications, and multimodal transportation) is the fulcrum point of catastrophic failure and a truly resilient built environment. Details matter & what’s visible and hidden will turn something “small” into something not manageable for any firm, agency, state or region. The time for practioners, researchers, policymakers, and industry leaders to collaborate and communicate is now. Because that small intersection is just a microcosm of the road ahead (pun intended).

Alabama Power Company's award-winning Green Valley Distribution Undergrounding Project converts aged, access-constrained overhead lines to roadside-underground lines and has resulted in improved reliability and reduced future maintenance costs. Holly Joiner has the story in T&D World.   "Placing the Green Valley distribution lines underground resulted in some operational and maintenance benefits. The line’s underground location reduced exposure to trees, vehicles and severe weather that cause most power outages.   "In addition, by moving underground the most difficult-to-access and outage-prone line segments, our line crews can focus on other areas after major storms, thus reducing restoration time for all customers.
