More training for "in-demand" jobs: only 6% of low-income people who went through a federally funded #CNA training program from 2015 to 2021 advanced up the #nursing career ladder, according to an Urban Institute study. I saw this to be at least anecdotally true in #CT programs as well. Many people (read: low-income women of color with children) enter via the CNA "ladder" and never ascend - why? Because once they've exhausted short term job training assistance, they are too busy working more than one job and taking care of children to keep studying, esp, in rigorous nursing programs. Many earn near-#poverty wages. In order to be on the ladder, longer term #worksupports would be needed. If Congress wants to fix the #workforce system, it could start by offering a progressive menu of #job-training programs which includes not only short-term training, but training which prepares workers for the "C" word - a CAREER - with living wages, benefits, and opportunity for #career advancement. https://buff.ly/4dMyK1d

Here is $65 million to help #CommunityColleges connect workers to #GoodJobs: Yesterday, DOL's Employment and Training Administration announced this year's Strengthening Community Colleges competition, which heavily focuses on creating Good Jobs using definitions in the Good Jobs Principles. This year's grants--ranging from $1.5 million to $5.75 million--require applicants demonstrate how their projects will build structures that connect workers to jobs that pay well and provide opportunities for advancement. Applicants also must address how they will improve outcomes for underserved populations. Additionally, successful projects will propose sustainable system changes at community colleges as well as sector strategies that include collaborations with employers, the federal workforce system, and secondary schools, among others. On the importance of media literacy: A recent paper published by Rand is being widely touted on sites like militarydotcom and Navy Times. It makes a bold assertion that TAP attendance is correlated with lower earnings for veterans, that TAP is not effective. This is highlighted in the Key Findings linked below. HOWEVER! I clicked through and read the actual paper because as many of you know TAP is mandatory so who are they comparing these 'lower' salaries to. Who can opt out of TAP?  If you read the paper it is looking at the population who took the three day DOL track. Under the current TAP set-up who must choose a three day track? Those the services deem most at risk. Prior to that most everybody took it with exceptions for some retirees (who were older, more experienced, and thus likely to earn more than admin seps first termers) so it makes sense that the most at risk service, younger, less experienced members have lower average earnings. These two factors (really only looking at the DOL track and who must pick a three day track) make for a pretty reckless presentation of data in my opinion, potentially endangering a very important program. Does TAP have flaws? Surely, but I don't know that this paper addresses them.  If I am missing something, let me know. If you want to attract and retain the finest America has to offer it’s time to stop being frugal about pay, housing, chow halls, and education benefits. American warriors at least deserve that. Some are stationed in let’s say not the greatest locations. Some have incredibly high operational tempos. Tough realistic training is a great daily motivator. A job that provides satisfaction is amazing. But feeding them, housing them, and educating them with the best will pay dividends on the back in talent retainment and recruitment. Cut some of the non essential programs that are out there, which there are.

𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐩𝐥𝐚𝐧𝐬 𝐭𝐨 𝐝𝐞𝐯𝐞𝐥𝐨𝐩 𝐭𝐡𝐞 𝐜𝐚𝐫𝐞 𝐰𝐨𝐫𝐤𝐟𝐨𝐫𝐜𝐞 The UK government has announced plans to improve the career prospects of the domestic care workforce through training, qualifications, and a clearer career path. The Department of Health and Social Care has unveiled a package of measures that will reaffirm care work as a career, helping to recruit and retain talent by providing new, accredited qualifications, digital training, and funded apprenticeships. The new care career structure will include: ▪ Accredited qualifications ▪ Digital training ▪ Funded apprenticeships The reforms are underpinned by a new career pathway for care workers, the first time this has been brought together in a single place for care staff to use, to build and develop their careers. The plan is supported by over £50 million in funding, more than two thirds of which will fund a new Level 2 Adult Social Care Certificate qualification, supporting up to 37,000 people working in the care sector.
