Governments should recognize and encourage the presence of independent tower providers, who in addition to being neutral operators, maximize the principle of sharing, Vital for Meaningful Connectivity. Econometric analyses have confirmed that there are correlations between the market presence of independent tower companies and the development of the wireless industry. In the fourteen African countries studied, an increase of 10% in the number of independent towers led to a minimum 5.95% increase in 4G coverage levels, a 3.29% increase in wireless broadband adoption levels, and a 5.07% increase in service quality levels, which were measured by mobile broadband download speed. The econometric analyses validated the correlations between the market presence of independent tower companies and the development of the wireless industry in African countries. An increase of 10% in the number of independent towers is associated with a 1.38% increase in mobile market competition levels, as measured by a decrease in the Herfindahl Hirschman Index. It also drives a 7.82% improvement in mobile affordability, which was measured by a decrease in the mobile broadband service price relative to the monthly GNI per capita.
