I would like to thank my friend and colleague, Herb Kemp, for this publication. There will be a webinar and articles to follow. However, here is our #1 Recommendation: Continue fully supporting USINDOPACOM’s #1 PDI goal--the Guam Defense System. DoD, USINDOPACOM, and Congress should continue to support the Guam Defense System. However, the DoD and Congress must demand urgency for a timely implementable plan with needed capability, cost-effectiveness, minimal personnel, and infrastructure. Basic initial operating capabilities (for some threats) are on track for 2025. However, many planned capabilities for the Guam Defense System are likely not executable, too costly, and well past required or needed timelines. One of the biggest impediments appears to be non-material (i.e., DOTMLPF-P). Congress should immediately hold hearings to discover the problems’ root cause(s) and take corrective actions as soon as possible. In addition, creative and innovative options must be developed for the Defense of Guam that account for DOTMLPF-P aspects—especially the personnel and facilities needed to operate and sustain. Finally, a new Guam Master Plan must de-conflict with the other priority projects for Guam and possibly some Guam projects that should defer to the Guam Defense System. https://lnkd.in/g4huNDT3

Defence Industry Development Strategy (DIDS) Released The Defence Industry Development Strategy establishes the framework and principles for Australia’s defence industry policy. These policy settings reflect the changing strategic circumstances and deliver the initiatives required to develop Australia’s sovereign defence industrial base required to meet our national security requirements. With the upcoming Australian Defence Industry Development Strategy conference on Tuesday, a recent and topical RAND report notes “Production is deterrence. But today, the United States has a DIB with too few people, too few companies, declining and unstable financial support, and insufficient production capacity to meet the needs of the Joint Force in both peacetime and wartime."
