One more important steps towards transparency

While the IMO’s decision to increase transparency by live-streaming plenary meetings of its governing body and making documents accessible to the public is valuable, this will still not solve central problems of speed in decision-making and overall bureaucracy. Indeed, as I partially covered in my ‘Corporations vs Innovations’ piece a few weeks ago, what is needed is true progress in having less bureaucracy, not just more transparency.

The recent advancements, especially the integration of hybrid capabilities in all meetings, will be of great benefit to Papua New Guinea and other Small Island Developing States (SIDs) and Least Developed Countries (LDCs). This decision allows us to save significantly on airfare, per diem and accommodation costs associated with attending meetings in London. We now have the opportunity to participate in almost all meetings virtually and selectively attend in person those that align with our interests or attend in person and virtually simultaneously. This ensures that all SIDs and LDCs remain well-informed about the latest developments and changes within the International Maritime Organization (IMO) and the maritime industry. Furthermore, the live streaming of council plenary sessions and the public release of council documents and decision summaries provide additional advantages. Thankyou IMO for these progressive and beneficial changes.

Check out our newest analysis on Ethiopia's 2022 Pretoria Agreement, which formally ended the armed conflict between Ethiopia's central government and the Tigray People's Liberation Front (TPLF). While the agreement successfully restored some level of peace and stability to the Tigray region, a larger and more inclusive peace process is still needed. Conflicts continue to flare in the Amhara, Afar, and Oromo regions, territorial disputes remain unresolved, and ethnic persecution/marginalization continues across the country. Each year the International Day of Peace (IDP) is observed around the world on 21 September. The UN General Assembly has declared this as a day devoted to strengthening the ideals of peace, through observing 24 hours of non-violence and cease-fire. This year’s theme is Actions for Peace: Our Ambition for the #GlobalGoals. It is a call to action that recognizes our individual and collective responsibility to foster peace. The International Day of Peace is recognized to educate people about the importance of peaceful coexistence and conflict prevention. Do you think we should honour the Treaty of Waitangi? ... Firstly, congrats: you're 'wish' has been granted. Secondly, I want to change your mind. The texts of the Treaty and te Tiriti are not complicated. New Zealanders are talking about them more and more often, but few are especially familiar with the texts, fewer still have ever read a tribunal report, and even fewer look past the Crown's obfuscation (the intentional act of obscuring the truth to make something more difficult to understand) in tying the documents together in rhetoric and, especially, in the Treaty of Waitangi Act. The key terms of the Treaty of Waitangi are extremely simple: 1. The Crown promises to itself the thing it wants: Sovereignty; 2. The Crown promises to Māori something which has no constitutional meaning whatsoever - exclusive undisturbed possession of some stuff - and which of course be wholly subject to the acts and Acts of the colonial authority the Crown envisaged. But the Crown never intended and never did constrain the authority of Government in New Zealand in accordance with this promise. To honour the Treaty of Waitangi is to honour 1) the Crown's sovereignty which remains premised solely on the promise it wrote for itself, and to honour 2) the position of Māori having no constitutional authority in Aotearoa. In other words, it is to honour the status quo. In other words, honouring the Treaty is not the position of anyone who cares for a just and equitable society in which both the nature of the agreement often referred to as 'The Treaty', nor anyone who cares for Māori experiencing equity or any forms of constitutional authority in Aotearoa based on the agreement reached. It is the position of those who genuinely believe Māori willingly gave away sovereignty in return for today's multiple realities in 1840. It is the position of those who agree with our AG in 2014, declaring that the tribunal's finding the\at sovereignty was not ceded in te Tiriti o Waitangi, had and has no impact on the authority of the Crown in Aotearoa: "There is no question that the Crown has sovereignty in New Zealand. This report doesn't change that fact." Actually, there is a big unanswered question; a question to which tino rangatiratanga is the most effective and prescient answer. Honouring the Treaty is not the position of anyone who believes or has faith or hope in the authority of tino Rangatiratanga. That authority is protected and promised by the Crown to Māori flows from te Tiriti o Waitangi. So I'm hoping to change your mind: most people who agree we should honour the Treaty are seeking change: you/they actually mean we should do more on that kaupapa and do something differently, within our constitutional space. TOITU TE TIRITI is called that for a reason. It is also not called TOITU THE TREATY for a reason.
