These numbers are concerning but not surprising. There are many initiatives that the department needs to adopt urgently, but the use of Early Intervention EMDR such as the Recent Traumatic Events Protocol (RTEP) and Group Traumatic Events Protocol (GTEP) are increasingly being researched as a means of mitigating Vicarious Trauma and Burnout in frontline staff. My wonderful colleague and friend, Jenny D. recently published an article that explores the use of RTEP and GTEP for residential out-of-home care staff and demonstrated a significant decrease in PCL-5 scores from baseline to follow up and a reduction in symptoms with and staff who received R-TEP or G-TEP. Services which support children and families who have experienced trauma help achieve better outcomes when they are underpinned by a therapeutic care approach which is trauma-informed, and relationship based. To achieve this though, we need consistent and experienced staff who can form trusted relationships over time to support and guide children and families throughout their care journey. In Queensland, the substantial turnover of critical frontline child safety officers and high vacancy rates in regional areas can often mean significant inconsistency and the disruption of relationships for children-in-care, their families, carers, and the non-government organisations who are there to support them. We need to invest in new and innovative ways of attracting and retaining staff in these critical frontline roles including: ✅ Better renumeration ✅ Lower caseloads ✅ Regional employment incentives ✅ New education pathways ✅ Scholarships ✅ Paid placements ✅ Greater recognition of the value of living experience ✅ Improved graduate pathways. We also need to significantly increase investment in prevention and early intervention services which will reduce the number of children and families who come into contact with the child protection system. Being a child safety officer is one of the most challenging and rewarding jobs a person can do and addressing this critical workforce issue is not a nice to have or a problem for the future. It is essential for ensuring the child protection system can continue to be there for the children and families who need it most. 18 year old boy leaving care and embarking on his new life as an adult in the independent world. He has a room in a bedsit in a deprived area of London. The room below has been raided numerous times by police. Drug dealers driving around the area looking for opportunities. All he wants is a chance to live a good life, an education, a career job. A good night's sleep. Instead, as of his 18th birthday, his main objective is survival. No family, no support. He's looking for a new place to live because he's scared, and all he gets from landlords is 'No care leavers'. Just one glance at the government statistics will demonstrate we are not where we need to be, only 7% of foster children pass GCSEs compared to 40% of their non-looked-after peers, care leavers comprise 25% of the homeless, 24% of the prison population and over 40% of care leavers are not in education, employment or training. Whilst I acknowledge the complexities and variables of these statistics, there is no doubt that quality and standard of care is a major contributor to these figures. In 1997 in the NYPD COMPSTAT College Executive Development class I attended it was suggested that the City expand the Emergency Medical Response system by incentivizing the EMT/Paramedic profession as a stepping stone for 18-22 year olds towards continued Civil Service in other agencies. The thought behind the proposal was that If you want to address violence in society then we need people to care for themselves and others by teaching the young adults the first aid/cpr skills necessary to meaningfully assist in crisis and times of emergency while providing financial stability. Teach young civilians how to become Emergency responders and caregivers. Teach young adults how to care for others while paying them to do it. Make 5 years EMS service a job prerequisite for all Civil Service jobs . Of course the time at EMS would count towards pension. Perhaps local governments should collaborate and In conjunction with local EMS/Paramedic agencies, they should endeavor to increase CPR/First Aid certification training to school age children (High School) , local community groups and church congregations. If they, the kids are worth a minimum of $120k to effect an arrest and house in jail every year, it seems economically sensible to alter the dynamic by paying the kids $52K a year directly for EMT/Paramedic skills and services that the City/State trains them for. The difference would be in the level of commitment. It's cheaper to give kids employment and train them to be EMT's than to lock them up for 26-40 months awaiting trial even for the most minor of nonviolent offenses such as Petit Larceny/Grand Larceny at a cost of more than 250K per non convicted detainee. The Entitlement perception should fade with medical first responder experience. Unfortunately the more horrific the disaster scene the faster they've will mature. Hire 3000-4000 18 year old NYC HS Grads For 5 years Give them A steady paycheck with a living wage earned in the real world as an EMT actually contributing to helping people on a daily basis would be a monumental. Emphasize the positive Of course it will take 5-7 years to break that Gangsta lifestyle cycle and replace it With the civil service dynamic.

Do you know about Young care leavers? Young care leavers are individuals who have been in institutional or foster care during their childhood and have now aged out of the system. They often face unique challenges and difficulties as they transition into adulthood and independence. These challenges can include financial instability, lack of support networks, difficulty securing education or employment, and mental and emotional health issues. Despite these challenges, many young care leavers are also resilient and capable of achieving success with the right resources and support. Advocacy and programs aimed at assisting care leavers can make a significant impact on their lives and help them to overcome the obstacles they face.

Minister Chhour wants the first BOOT camp up and running for our most serious offenders by mid-year. The only way this is practically possible is the retrofitting and repurposing of a YJ residence and the development of a hastily constructed cut and paste programme. It could not be located on an army base because the co-location with the army would be problematic. Also a facility for serious young offenders would need a secure perimeter barbed fence of around 5 metres in height with a seperate area large enough to safely conduct core military exercises such as cardio, strength, obstacle courses, high wires, marching etc. Accommodation couldn't be in barracks because these are high risk young people. It would need to be of the same security standard as Youth Justice Residences. This means building specialist concrete buildings, with heavy locked doors and close surveillance to cater for the 24/7 needs of these young people. There would also need to be a large gymnasium, fields, classrooms and specialist equipment. All costing around $40-50 million. The number of staff needed to run a boot camp would be similar, or more, to a YJ residence. Typically, in total there are more staff than young people, because of regulated staffing ratios and its 24/7, three shift a day operation. The allocated $25 million per year will be easily spent on staffing costs and operations. Where will these highly trained, specialist people come from to manage, lead and staff the boot camp? Why has a national recruitment drive not started to recruit the 100 plus people? With prisons and residences both struggling to recruit and retain staff, will this initiative further deplete their staff? Adding to this, the public has been assured that the boor camps will not just be about marching around, rather the programme will include education, cognitive -behavioural programmes and therapeutic interventions to address addictions, trauma and mental health issues. It is deeply concerning if the plan is for current residential workers to staff the camps, when there are major unresolved leadership and staffing issues in all our residences, as highlighted in a recent independent residential review: “There is a profound misalignment between the complex & high needs of young people and the relatively unskilled workforce. There is a national shortage of social workers, a high workforce churn and poor performance management and accountability systems. Poorly trained staff are often left to interpret policies themselves, creating dangerous environments". The public is entitled to greater transparency on what is being proposed. If its a retrofit and repurposing of an already struggling residence, is this ethical at even the most basic level? And finally, is a “got to try something” a valid reason to develop a programme that will at best achieve poor or no results, but at worst continue our shocking legacy of damaging another generation of our most vulnerable.

We have failed our #children by having them endure “active shooter drills” throughout their primary #education. Secondary education is a challenge for administrators with free speech and safety issues. And we are also failing our #seniors. The “myth” of “#IndependentLiving with transition to #memorycare is just that, a myth. Too many seniors aging out and not enough #staff, much less qualified staff, to fill the gap. So when you choose your #elected #officials ask them, “what are you doing to keep our #children and our #elders #safe?” Through talking with friends who are caring for parents nationwide, the problem is everywhere.
