I have just had the honor and pleasure of reviewing the 2024 Bursary applications made by nautical students to the Vancouver Transportation Foundation and The Nautical Institute - British Columbia Branch scholarship. I am very impressed to see the quality and diversity in candidates beginning their careers at sea. Upon submission of my results I am left with the following thoughts: - Many people are choosing a career as a deck officer as a second or third career showing that the maritime industry is attractive to mature students looking for both a challenge and financial security. - The diversity in academic backgrounds, ages, life paths, ethnicity in applicants is broad showing that the adventure and opportunities from a maritime career appeals widely and that should be heralded by industry and the government as a success story. - That becoming a nautical officer in Canada is very, very expensive and cost may be a barrier to entry for many young people looking to enter the industry. It also may be a barrier for officers proceeding to the highest certificates that we require to manage a safe and successful industry such as Master Mariner and Chief Engineer. As Canada (and the world) has a huge shortage in skilled mariners, removing cost as a barrier should be of the highest priority of government and industry leaders. The National Shipbuilding Strategy should include serious funding for both the nautical colleges and for potential trainees to entice candidates into the industry. Even if a Nautical Sciences graduate does not stay at sea until they become a senior officer, the industry and the country will never lose their skills as many graduates will stay in affiliated shore based roles. With the MARITIME ARCTIC: Best Practice, Best Technology, Best People conference about to start in Victoria, some of the proceeds of which support this scholarship, it is shown that the maritime industry is a vibrant and challenging career choice in Canada and its growth should be encouraged by all.

The event was graced by the presence of many families there to celebrate their sons and brothers. One graduate moved the audience with a touching speech dedicated to his parents acknowledging that no achievement could fully repay their support. Another memorable moment was a fresh graduate's young child about six or seven years old, proudly celebrating his father's accomplishment. NEW EDUCATIONAL OPPORTUNITIES FOR UKRAINIAN SEAFARERS WITH MTWTU 🌊 Today, Oleg Grygoriuk, Head of the MTWTU and the IMO Goodwill Maritime Ambassador in Ukraine, held an online meeting with the Executive Director of BCA College (BCA), Harris Daskalakis upon the initiative of Captain Artem Panchenko (official representative of BCA College in Ukraine). BCA College is the largest maritime educational institution in Greece, specializing in providing modern education in coastal specialties such as ship management, maritime cybersecurity, maritime law, and others. The college's educational programs allow seafarers to study remotely, even while being on board a ship. Collaboration with BCA College opens up new opportunities for MTWTU members not only to acquire modern education but also to find employment ashore after completing an active seafaring career. "MTWTU does not stop in its rapid search and continues to explore new opportunities for union members. These initiatives will undoubtedly bear significant fruit in the future, contributing to the development of our country's maritime potential and ensuring the competitiveness of Ukrainian seafarers both at sea and ashore. It is particularly pleasing that this meeting took place thanks to the initiative of Captain Artem Panchenko, who not only shares his experience with young seafarers but actively seeks new opportunities and gains unique expertise," noted Oleg Grygoriuk. Over the past two years, in addition to actively supporting and assisting its members in critical wartime conditions, MTWTU has invested even more efforts in building new perspectives for young ukrainian professionals. Is not as simple as "copy paste"… As you may know, the IALA World-Wide Academy focuses is on the second Strategic Goal of the IALA strategic vision 2014-2026 of this association which is that: all coastal States have contributed to an efficient global network of marine aids to navigation and services for the safety of navigation, through capacity building and the sharing of expertise. And one way to reach that goal is through on-field missions. Once I had the opportunity to join an IALA WWA mission to an American country. During that mission, I learned a lot from Gerardine DELANOYE’s experience, but one of those things I will never forget is that according to SOLAS Convention Chapter V, Regulation 13 is that: "each Contracting Government undertakes to provide, as it deems practical and necessary either individually or in co-operation with other Contracting Governments, such aids to navigation as the volume of traffic justifies and the degree of risk requires". To be honest, how many of your aids to navigation have an analysis, in which the characteristics and/or conditions of the aid to navigation are defined based on the volume of traffic or the associated risk level?. Perhaps, the conditions of these aids to navigation were defined many years ago based on comments, or requirements without justification or a corresponding technical analysis. If that is the condition, let me comment that maybe that navigation aid is not doing an efficient job and may be oversized or undersized concerning the level of risk and/or the volume of traffic in the area, which could generate an unsafe condition for navigation. Sometimes, installing a lantern with a longer range than the previous one is not the solution, because the volume of traffic or the degree of risk might have changed over the years. A holistic approach is necessary for each analysis, because, among other things, natural sanctuaries might have been established, the types of cargoes transported in the area and the technology on board the associated vessels might have changed, among other things. AtoN management is not as simple as "copy paste", remember the obligations associated with your country if it is a SOLAS Convention signatory. #AtoN #IALA #wekeeptheshipsofftherocks #maritimesafety
