The 2nd Global Progress Report on SDG 16 highlights several critical issues:
1. Violence and Homicides: The global homicide rate decreased by only 5% from 2015 to 2022, far from the target of a 50% reduction by 2030. Without significant changes, the rate is projected to fall only modestly by 2030 .
2. Civilian Deaths in Conflicts: There was a dramatic 72% increase in civilian deaths in armed conflicts from 2022 to 2023, with women and children being disproportionately affected .
3. Organized Crime and Illicit Financial Flows: Organized crime, particularly in the Americas, remains a significant obstacle to peace, accounting for a substantial portion of global homicides. Illicit financial flows, including those related to drug trafficking, continue to undermine development efforts .
4. Corruption and Bribery: While there has been a moderate decline in bribery prevalence globally, the rates remain unacceptably high, particularly in low-income countries. Corruption acts like a cancer, destroying social morale and undermining trust in institutions. Strengthening anti-corruption frameworks and accountability mechanisms is crucial .
