A very good report that highlights the alarming trend of authorities engaging in selfish actions by failing to respect rights and adapt them to a changing world. This failure hampers the development of countries and the achievement of the Sustainable Development Goals (SDGs). The report underscores the cancer of corruption and its destructive impact on morale and society. It points to stagnation in reducing violence, an increase in civilian casualties in conflicts, and persistently high levels of corruption and bribery. Analysis of the Report: The 2nd Global Progress Report on SDG 16 highlights several critical issues: 1. Violence and Homicides: The global homicide rate decreased by only 5% from 2015 to 2022, far from the target of a 50% reduction by 2030. Without significant changes, the rate is projected to fall only modestly by 2030 . 2. Civilian Deaths in Conflicts: There was a dramatic 72% increase in civilian deaths in armed conflicts from 2022 to 2023, with women and children being disproportionately affected . 3. Organized Crime and Illicit Financial Flows: Organized crime, particularly in the Americas, remains a significant obstacle to peace, accounting for a substantial portion of global homicides. Illicit financial flows, including those related to drug trafficking, continue to undermine development efforts . 4. Corruption and Bribery: While there has been a moderate decline in bribery prevalence globally, the rates remain unacceptably high, particularly in low-income countries. Corruption acts like a cancer, destroying social morale and undermining trust in institutions. Strengthening anti-corruption frameworks and accountability mechanisms is crucial . 5. Inclusion and Representation: Despite some progress, significant gaps remain in achieving inclusive and representative institutions. Women and young people are underrepresented in political and public service roles, especially in leadership positions . 6. Access to Information and Justice: Ensuring public access to information and protecting human rights defenders, journalists, and trade unionists are vital. The report notes a decrease in killings of these groups but an increase in enforced disappearances and attacks in conflict zones . The report underscores the need for immediate, informed action by governments and international bodies to address these challenges. On 11 July, DCAF hosted at the #HLPF2024 a side event exploring the critical role of good governance in the security and justice sectors and its contribution to violence prevention, and the achievement of the #2030Agenda and the #PactForTheFuture, together with the Permanent Representatives of Costa Rica, The Gambia and the Swiss Confederation to the United Nations in New York, the IDLO - International Development Law Organization, and the Pathfinders for Peaceful, Just and Inclusive Societies. Key takeaways included: ⚖️ Effective, accountable, and inclusive #security and #justice systems are crucial for preventing violence. ✅ The #2030Agenda's goal to end violence requires effective national #prevention strategies and global multilateral commitment. 🤝 The #PactfortheFuture is a unique opportunity for Member States to commit to universal violence prevention and support the #SDGs. 👫 Inclusive and restorative justice and strong institutions, with active involvement from vulnerable groups, women, and youth, can prevent violence and build lasting #peace.
