The Army has awarded Mastodon Design LLC, a CACI Company a $100 million contract to develop and field the dismounted electronic warfare (EW) system for TLS-BCT manpack. This system leverages proven technology used by Special Operations Forces (SOF), which might help accelerate fielding. This system will be part of the broader TLS family of systems which includes: (1) TLS-BCT - While the system was originally envisioned as the first integrated cyber, SIGINT, and EW system for Stryker platforms, it is now expected to be split into two distinct variants: one for SIGINT and one for EW. (2)TLS-EAB- This longer-range system, awarded to Lockheed Martin, provides integrated EMSO to divisions, corps, and multi-domain task forces. The $36.7M Phase 2 contract was awarded in 2023. This investment reflects the growing importance of EMSO convergence in modern warfare. Both the U.S. and British armies have prioritized new program acquisition to improve our electromagnetic spectrum capabilities and counter/defeat adversaries. Intellisense Systems, Inc. has developed Persistent Avionics Threat Chain Hardening Technology (PATCH), a computer processing platform proposed to augment data security within mission planning environments (MPE). The rise of hybrid threats in contested environments shows the need for greater detection capabilities for military vehicles and weapon systems. The realities of modern electronic warfare is a forcing function for defenders to gain a deeper understanding of military platforms to maintain force readiness, at the depth of every onboard component within a ship, jet, or tank. Undetected and unmitigated cyber intrusions can move laterally throughout a platform or can be misdiagnosed as maintenance issues, all negatively impacting mission capable rates. https://lnkd.in/gPmQTCvc

The European Cyber and Information Warfare toolbox (EUCINF) is a project co-funded by the European Commission to enhance CIW capabilities across Europe, running from December 1, 2023, to November 30, 2026. It aims to develop an AI-integrated toolbox for advanced content processing. Objectives include creating a system with interoperable components, a testbed, and a modules store, demonstrating capabilities through military CIW scenarios.   Coordinated by Airbus Defence and Space, the consortium includes 22 partners from 12 countries. EUCINF will set CIW standards, promoting cooperation among European allies. The project EUCINF will study, design, prototype, test and demonstrate cutting-edge capabilities in the domain of Cyber and Information Warfare through a toolbox, i.e. a holistic system which embeds a coherent set of components, an interoperability Framework and its associated Testbed, and a Store able to host components and their metadata.

I found this article interesting because the Navy has now begun an official program to do exactly what these sailors did on their own and were court martialed for doing--using Starlink for personal internet access on a Navy ship. Sure, it wasn't fair that the senior enlisted kept the WiFi to themselves, and there are OPSEC issues they should have considered (which could be mitigated). But this quote really stood out to me: “The danger such systems pose to the crew, the ship and the Navy cannot be understated,” the investigation notes. Is that a misprint, or is the Navy admitting that the danger is in fact overstated (i.e., it can't be understated)? It sure seems like they are saying the risk is exaggerated, which seems to be the case now that the Navy has come around 180 degrees on this and has an official program to put Starlink on Navy ships. https://lnkd.in/gTNQKKSN.

I agree with this, however I am more keen on declaring us more as a Multip Domain Center of excellence and bring Space operations and the proposed space branch into our purview.

After experimenting with a more centralized structure for its mission deltas over the last 10 months, the Space Force now hopes to transition nearly all of its units to the new organizational design in the next year, according to the head of Space Operations Command (SpOC). The service announced the new unit structure, known as integrated mission deltas (IMDs), in September as a way to address gaps in readiness. The model brings a single mission area’s personnel, training elements, and maintenance and sustainment functions under a single commander and integrates additional cybersecurity and intelligence, surveillance and reconnaissance operators. https://lnkd.in/gJMVa8Y4

DEPLOYABLE TECHNOLOGIES was selected as part of ABMS. The Advanced Battle Management System (ABMS) is the Air Force's part of the Joint All-Domain Command and Control (JADC2) initiative, which is the Defense Department's vision for an open architecture that enables information sharing and communication across all warfighting domains. ABMS is a secure communications network that allows commanders and warfighters to share data from the field more quickly. The system's goal is to connect existing sensors and shooters, and distribute data to all domains, including air, land, sea, cyber, and space. #ABMS #AIRFORCE #KFORM #SECURE #JADC2

The authors are spot-on: "The cyberspace expertise resident within each service is tailored to the unique mission and domain-specific requirements for the cyberspace elements supporting the warfighting platforms in the physical domains (land, air, maritime and space.)" Creating separate services creates bureaucratic barriers that induce friction into a situation where it is already rife. We should be simplifying the means of support for commanders rather than making them coordinate with other agencies who have their own interests and institutional cultures.

As an Electronic Warfare subject matter expert this holiday season, my wish is straightforward. I hope to see a significant shift in how the Government and large defense primes engage with industry in 2024. What I'm wishing for is simple – PRESUME COMPETENCE. In the Electronic Warfare community, we are well-versed in the fundamental roles and structures of our respective organizations. Thanks to the digital era, information about who we are and what we do is readily available. The real value in our interactions lies beyond these basics. What keeps you up at night are the concrete, actionable challenges and solutions that impact our field – the kind of information that directly contributes to enhancing our capabilities and ensuring the warfighter is equipped with what they need when they need it. The heart of my wish is for future presentations and interactions to cut through the introductory fluff and delve into the specifics. We'd like to know about the real problems you're having and the specific areas where the industry can step in today, not tomorrow. These discussions must be targeted, specific, and, most importantly, actionable. Furthermore, if these conversations necessitate classified briefings, let's genuinely engage at that level. Many of us maintain security clearances precisely to be able to handle and contribute to these sensitive discussions. Electronic Warfare is a domain often mired in over-classification and compartmentalization. Still, if we're invited behind the curtain – especially at a significant expense – it should be for more than just a superficial walkthrough. We expect to be actively involved, our expertise utilized, and our contributions valued. This shift in approach is not just a wish for a more efficient use of our time and resources; it's about ensuring that we are collectively moving forward, effectively and decisively, in a field as critical as Electronic Warfare.
