Lane Education Service District and Southern Oregon Oregon Education Service District (ESD) were recently awarded an excess of $2.6 million in grant funding from the Oregon Department of Education through the Elementary and Secondary School Emergency Relief (ESSER III) fund. With this new funding, Lane and Southern ESDs have partnered with the Mid-Willamette Education Consortium to create and pilot Team Oregon Build, expanding upon the existing Career and Technical Education (CTE) Programs already operating in these regions. The expansion encompasses areas impacted by recent wildfires, including the Southern Oregon Education Service District and Mid-Willamette Education Consortium.
Team Oregon Build (TOB) is an innovative partnership between education, industry, state, and community to introduce youth to career pathways within high-wage and high-demand construction trades. Education and Community partners from three Oregon regions dramatically impacted by wildfire and homelessness launched this career-connected learning and disaster/crisis response initiative.
Time for a Change
This is an interview from ten years ago regarding my Baltimore Sun Op-Ed “Building Schools, Building Communities.” At the time, I was promoting a placed-based, comprehensive approach for neighborhood revitalization around new school construction. The $1 billion appropriated for new school construction was a magnitude of investment not seen in generations in many Baltimore City neighborhoods. I argued that this presented a unique opportunity to not only build new schools, but also catalyze neighborhood revitalization. In the article, I proposed a vision to establish Community Investment Zones around each new school. Within these zones, coordinated public and private investment would bring much needed services, amenities, programs and facilities into historically disinvested communities. I spent the better part of that first year, running around the city to promote this idea. With the help of Senator Bill Ferguson and Frank Patinella of the ACLU, I met with the mayor, her agency directors, grantmakers, presidents of anchor institutions, non-profits in the community development and education spaces, business leaders, elected officials, and most importantly, with communities. Through this effort, I had hoped to unite the city under a common vision and motivate leaders to collaborate, coordinating resources to bring about real change.
In the end, mayor Stephanie Rawlings-Blake established the INSPIRE program in the planning department. It was a partial realization of the strategy I proposed. While the program works with communities to strategically apply tactics readily available in the city’s toolkit, it has yet to bring about or attract the coordinated public-private, place-based investment needed for transformation. While the program has dedicated staff, it has never had a champion who could effectively rally investors, grantmakers, businesses, developers, and organizations together to focus upon and invest in a shared vision. So after ten years, change has been, at best, incremental.
But now, there is a new landmark initiative to invest in Baltimore neighborhoods - this time targeting the vacant housing problem with $3.5 billion of investment over 20 years. It’s a big deal for Baltimore, and this time, we have the combined commitments of the GBC (representing the regional business community), mayor Brandon Scott, and BUILD (a consortium of faith-based institutions and communities, BUILD was also instrumental in bringing about the $1 billion in state funding for new school construction over ten years ago.) So now, I think the question remains. We now have a real opportunity for change, but will we have the leadership, collaboration, effective strategy, and unified vision to finally transform and restore our communities?
