Better is possible, but we have to do things differently: 1. Income stability is key 2. We need to prioritize the development and retention of truly affordable housing 3. All levels of government must collaborate to find solutions together as opposed to shirking responsibilities and “passing it on” to other levels of government because it’s “not their jurisdiction” 4. We need to treat indiduals experiencing homelessness with dignity by adopting a housing-first approach that acknowledges access to safe affordable shelter is the most basic of human rights

D- for Ontario --- Food Banks Canada's 2024 #PovertyReportCards tell a sobering, accurate and insightful story. Everyday at Port Cares we see the impact of lagging and ineffective public policy around poverty and the primary conditions contributing to increasing levels of poverty and the increasing barriers for families and individuals trying to move forward. Port Cares isn't just a food bank because food banks alone cannot change the conditions of poverty. And food banks alone should not be shouldering the load of historic and increasing poverty in Canada. At Port Cares we provide the community with affordable housing, child development, parenting support, employment search and workforce training skills, community safety services as well as a spectrum of necessary family supports. It's time that all levels of government prioritize poverty and food insecurity - the situation is truly urgent.

Food Banks Canada is encouraged to see some positive steps forward in this year’s federal budget to address long-term systemic issues that should alleviate the root causes of poverty and food insecurity. Specifically, we were encouraged to see a long overdue plan to spur the creation of more affordable housing through a new National Housing Plan, an investment in a National School Food Program, and a minimal investment toward the long-awaited Canada Disability Benefit – programs that Food Banks Canada has been advocating for years. However, we are disappointed with the lack of any immediate supports to help people who are struggling to put food on the table today. What we saw in this year’s budget are some missed opportunities by the federal government to do right by those most in need. While each of the three measures mentioned above should be applauded in principle, they fail to rise to the level of action needed to deal with the urgent realities of poverty in Canada right now. Despite promises to create a more prosperous and equitable Canada, food insecurity is getting worse, not better. During COVID-19, food insecurity increased by nearly 39 per cent. It is now affecting 1 in 6 Canadians. The growing rate of food insecurity is an indicator of how many Canadians are experiencing poverty and facing systemic barriers. And with the federal government’s goal of reducing poverty in Canada by 50 per cent by 2030, there is much work to be done. Earlier this week I was delighted to discuss with the very capable journalist Rania B. Nassif on the morning show of Canada ME Radio the growing rates of poverty and food insecurity in Canada which crossed the 9% mark nationally. In Quebec for example, 6.6% of Quebecers live below the official threshold in 2022 (compared to 4.8% in 2020). Food insecurity reached 16,9% in 2022 (vs 12.9% in 2021, and 10.8% in 2019). It measures the percentage of households that cannot purchase or have access to a sufficient variety of foods to have a healthy lifestyle due to financial constraints. Some measures were taken increasing by $0.5 the hourly rate recently. However, it does not allow a person who works full time at the minimum wage to live a life free of poverty. The latest statistics from the Institute for Socioeconomic Research and Information (IRIS), based on the “viable income” (after-tax income necessary for a basket of goods and services that allows a life outside of poverty), shows the imperative need to have an income with almost $26 per hour to live with dignity. In Nova Scotia, poverty rate rose to 13.1% in 2022, (vs to 8.6% a year earlier). About 29% of Nova Scotia households were considered food insecure in 2022, with 7.3% severely food insecure, meaning people drastically reduced their diets or went days without food. Households in generally are facing debt repayments of 1.5x since 2022 and consuming less of certain goods with rather a modest economic growth expected in 2024, and possibly a lower risk of recession. Today, just a few steps away before the federal elections, Canadians should ask themselves which government to put in place. Over the last period, with a Liberal government currently in power for 9 years, we have doubled the rent and mortgage payments. Additionally, annual budget deficits hit a record high in 2024 with interest rates skyrocketing. Meanwhile demand on food banks are growing and scored a record two million visits in a single month last year, with a further million expected in 2024! I've previously pointed out how this government's policies are putting Canadian families in financial distress. The scope of that problem was revealed again yesterday in Food Banks Canada’s Poverty in Canada report. In 2020, 6.4 percent of Canadians were officially considered impoverished. Now, according to the most recent numbers, the official poverty rate has climbed to 9.8 percent. But according to this independent report, the number is actually much higher. Food Banks Canada reports 25% of Canadians at a poverty level living standard. This rises to 30% for those aged 18 to 30, and to 44.5% for single-parent households. 42% of renters can't afford two or more household essentials; 21% of Canadians can’t cover an unexpected expense of more than $500, and 8.8% can’t pay their bills on time. Worse, 23% of Canadians who are likely living in poverty have employment income, meaning no matter how hard Canadians work, they still can’t get by. This is unacceptable in a country as wealthy as Canada, and the government cannot just blame it on others. It is the consequence of deliberate policy choices.
