The ICT Authority of Kenya and the Kenya Network Information Centre have signed a Memorandum of Understanding to enhance the adoption of ICT standards and .KE domain names in Kenya. This collaboration aims to strengthen Kenya's digital infrastructure and promote local content development. The partnership focuses on promoting the use of .KE domain names to increase local content and improve Kenya's online presence. It also encourages the adoption of ICT standards to enhance interoperability and efficiency in the digital ecosystem. The Malawian Parliament has introduced the e-Chamber, a new digital platform designed to revolutionize internal operations and boost efficiency and transparency through digitized parliamentary processes. This move is part of a broader digital transformation undertaken in collaboration with the United Nations Development Programme (UNDP). The e-Chamber system features advanced capabilities, including audio management, electronic document handling, and electronic voting. Each parliamentarian will receive a tablet equipped with the new audio system, enabling access to essential documents and official tasks. This development aligns with Parliament’s 2021-2026 Strategic Plan, which emphasizes the need for digital transformation to enhance service delivery to the people of Malawi. The adoption of this paperless multimedia system will streamline operations by centralizing the management of speeches, votes, simultaneous interpretation, and member registration. Malawi joins other African countries such as Kenya, Uganda, and Angola that have implemented similar systems. As an ardent advocate of public speaking, I relished the conversation on DPI (Digital Public Infrastructure) moderated by Sopnendu Mohanty / 漠汉帝 / 模範帝 / सोपनेंदु / ସୋପ୍ନେନ୍ଦୁ . The moderator really got the panelist and audience engaged. A very technical conversation but his skill made the minutes feel like seconds. My takeaways from the panelists on DPI were: ✔️The government of Ghana has made some strides in DPI by the introduction of the Ghana Card which has helped in creating identity and trust hence improving interoperability- Dr. Maxwell Opoku-Afari (First Deputy Governor-Bank of Ghana) ✔️ There must be good faith, trust and conversations between countries on the continent to promote DPI - Ursula Owusu Ekuful (Minister of Communication and Digitalization, Republic of Ghana) ✔️ Countries in Africa should have conversations to harmonize policy frameworks to look alike to enhance DPI. African countries’ policies look like their colonial masters more than that of their neighboring countries which affects policy frameworks negatively. Uyoyo Zino Edosio ✔️Definitely Africa has made some strides on connectivity which is one of the necessary axioms for DPI to thrive. Dare Okoudjou Why should you be concerned with DPI working at its optimum? Because businesses have a bigger market to sell to in Africa and payment will no longer be a challenge with DPI working continent-wide. The Government of Uganda, through the Ministry of ICT & NG, allocated funds towards the digital skilling of refugees to bring them into the digital economy. To this end, the government of Uganda contracted Engage Consults Limited, the Local Office Partner for ICDL Africa, to undertake this project. CA Aims to Boost Innovation and Tech Adoption in Kenya. The Communications Authority of Kenya - CA stated that it is committed to fostering an enabling regulatory environment to promote innovation and the adoption of emerging technologies. Director General David Mugonyi highlighted the Unified Licensing Framework's role in stimulating investment in ICT infrastructure and services. Mr. Mugonyi stated that a Unified Licensing Framework ULF, which is both service and technology-neutral, will enable businesses to offer a range of services under a 𝘀𝗶𝗻𝗴𝗹𝗲 𝗹𝗶𝗰𝗲𝗻𝘀𝗲. Mugonyi's remarks came during the launch of Bayobab Kenya's 1,000-kilometer fiber network connecting Mombasa to Malaba, extending to neighboring countries. This high-capacity backbone will enhance regional connectivity and support internet service providers. The CA is also actively supporting the government's digital agenda through the Universal Service Fund. Ongoing initiatives include deploying 2,500km of last-mile fiber connectivity across 19 counties and plans to establish ICT Centers of Excellence and hubs nationwide. Personal Observations from the Access to Information Conference in Accra: Day One: As I reflect on my experience during Day One of the Access to Information Conference, themed “Mainstreaming Access to Information in the Public Sector,” I am reminded of the critical role that access to information plays in fostering transparency and enhancing public participation in governance. The discussions centered around several key themes, each resonating with my experiences in implementing access to information programs in Tanzania: 1. Understanding the Importance of Access to Information: The day underscored access to information as a fundamental right and a cornerstone of democracy. In my work, I've witnessed firsthand how informed citizens can engage in meaningful discussions that empower them and ultimately influence policy decisions. This reiterates the necessity of ensuring that information is not only available but also comprehensible and accessible to all. 2. Legal Frameworks and Policies: The emphasis on existing laws and regulations highlighted the need for a robust legal framework to support access to information initiatives. In Tanzania, aligning our policies with international best practices has been essential for promoting transparency. 3. Capacity Building: The importance of training public officials to effectively manage and disseminate information cannot be overstated. Throughout my career, I have seen how equipping officials with the right tools and knowledge fosters a culture of openness. 4. Engaging the Public: Encouraging citizen participation through outreach programs is crucial. In Tanzania, I have implemented initiatives that educate citizens about their rights to access information on specific programs like the Tanzania Digital Migration, The Futa Delete Campain on best use of social media and currently the Personal Data Protection awareness program for Data Subjects. 5. Case Studies and Best Practices: Sharing success stories from different countries serves as an inspiration. I plan to present my experiences from Tanzania on Day Two, showcasing effective models of information dissemination that can guide others in similar contexts. 6. Challenges and Solutions: The discussions about obstacles—such as bureaucratic barriers and lack of awareness—resonated deeply with me. In Tanzania, fostering partnerships between government, civil society, and the media has been instrumental in promoting access to information. My Take on Day One: Day One has set a positive tone for ongoing dialogue on enhancing access to information in the public sector. By prioritizing transparency and citizen engagement, we can cultivate trust and foster a more inclusive society. As we move forward, I am eager to share my experiences and learn from others in our collective efforts to mainstream access to information. #IDUAI2024Accra #Accesstoinformation #IDUAI24

Yesterday exactly 2pm Africa Center For Digital Transformation hosted a virtual program with the theme- ROAD TO ELECTION 2024. ✍️The panel discussion on digital transformation policies titled “road to election” focused on the critical intersections of digital transformation,inclusivity, education and public-private partnerships in fostering a digitally inclusive society in Ghana. 📝Key topics included the urgent need for equitable technology access in rural areas , as highlighted by Dr. Loretta Bortey Kubate, and the comparison of digital literacy approaches in the manifestos of National Democratic Congress (NDC) and the New Patriotic Party (NPP) , with the NDC advocating for the inclusion while the NPP promotes advanced technology education. The panelists reiterated the significance of addressing the digital divide for democratic vitality and emphasized continuous training and local talent utilization to mitigate brain drain. The discussion also addressed challenges like political influence and discontinuity in policies, suggesting the creation of national digital development plan and public-private partnerships to drive innovation. Further action items included establishing a third -party organization to oversee digital initiatives, implementing targeted ICT training in education ,and organizing hackathons to align with national needs..
