The cross-border payments ecosystem is multifaceted and complex. Fully understanding the nature, scope and magnitude of relevant risks typically requires information from across the payments chain, from all relevant authorities within a jurisdiction, and from multiple jurisdictions. This is particularly true in the context of enforcing effective anti-money laundering and combating the financing of terrorism policies, and sanctions compliance. The transfer of data across borders is essential to the functioning of the cross-border payments system. However, the implementation of rules and standards concerning the data needed to accompany a cross-border payment transaction is not always uniform across jurisdictions. Our recommendations include promoting the interoperability of data protection and privacy regimes and appropriate cross-border transfer mechanisms for payments-related data. We welcome your feedback. Our report assesses the extent to which the securitisation reforms implemented following the 2008 global financial crisis have achieved their financial stability objectives. Improving the consistency of licensing and registration of payment services providers (PSPs) is a key step in successfully aligning bank and non-bank PSP regulatory and supervisory regimes. Authorities could consider the continuation of benefits such as expanded access or improved technology offered by non-bank PSPs by establishing and maintaining enabling regulatory and supervisory frameworks that seek to appropriately balance these benefits with the potential risks associated with PSP products and services.
