The release of a new USGBC resource, Buildings and the Inflation Reduction Act Policy Guidebook, can help states and local governments understand the opportunities in the Inflation Reduction Act (IRA) to decarbonize buildings in their jurisdiction. Thank you to Clyde & Co and 39 Essex Chambers for the RIP Localism? webinar this morning, running through the proposed amends to the NPPF. Expertly timed, compact and it packed a punch! - mandated housing targets back - the return of strategic planning - renewable projects are king and any development which contributes towards net zero should be favoured ( a new form of titled balance? ) - lowering of NSIP thresholds to speed up renewables applications - increased support for commercial uses, critical to growing our economy ( laboratories, gigafactories, data centres, digital infrastructure, freight and logistics ) - a definition of 'grey belt' (but recommend linking up with a good landscape consultant to assist with defining 'limited contribution') - reduced scope for refusing proposals on highways grounds - beauty is out and well-designed places are in Once approved the revised NPPF will take effect immediately for decision making. There are also a host of transitional arrangements for plan making, dependant on what stage the emerging plans are at currently, and whether they contain policies that are 200 dwellings higher or lower than the Local Housing Need figure (see Annex 1). Pacific Green has just responded to the (very clear and easily accessible) UK Government consultation on proposed changes to national planning policy. Some important policy nuance in there which will hopefully go some way to facilitating the increased deployment of clean energy schemes, at pace. The proposed amendments to the N-SIP thresholds will spark a good debate, but more critical is ensuring that LPA's and their partners are robustly resourced to deal with large-scale, complex energy proposals. Increasing application fees and performance scrutiny may help, but looking north of the border to share experiences on the transition of energy policies and their application would definitely be a valuable exercise. #PacificGreen #NetZero #CleanEnergy https://lnkd.in/ecRMFVfB

Hopefully this will result in a shift away from the default testing of the worst case scenario to drive better outcomes for communities and the environment.

📢 During the month of July, we are further engaging with our community on our Special Rate Variation Project 2024-2025. 📫🙋♂️🙋♀️ Thank you to all residents in the Federation Council Local Government area that have read the fact sheet and completed the survey. Key messages contained in the fact sheet include 👇 🟨 Federation Council plans to apply to the Independent Pricing and Regulatory Tribunal (IPART) for a permanent Special Rate Variation (SRV) for the 2025-26 year. 🟦 The purpose of the SRV is to improve financial sustainability, address infrastructure maintenance shortfalls and maintain other services wherever possible. 🟩 The cumulative impact of the SRV is 69.94% over two years, including the assumed rate peg. This includes converting the current temporary SRV of 39.2% cumulative (which otherwise expires after the 2024-25 financial year) into a permanent one. 🟨 The need for an SRV responds to a structural imbalance in the operating budget that earlier work has demonstrated beyond reasonable doubt to have existed for decades. Quite simply, Council’s required operating expenditure has well-exceeded its revenue over many years. 🟦 If we don’t get the SRV approved then to continue our journey towards sustainability Council would have to cut capital expenditure by approximately $6 million, or 24% of cash operating expenditure per year. This would involve Council deferring asset renewal and maintenance of roads and other infrastructure assets.
