As the year draws to a close, I find myself reflecting on the advancements and regulatory enhancements in our industry. Notably, JKKP's initiative to mandate technician to have SKM2 certification in lift and escalator for “Ambil Alih” job is a commendable step. This move is set to elevate the technical acumen within our ranks, which is pivotal for the industry's growth. In our field, the performance of lifts is a direct reflection of the technicians' expertise. Their ability to troubleshoot and maintain these complex systems is the backbone of operational reliability. With this new standard in place, we are fostering a culture of excellence, ensuring that those responsible for installations, troubleshooting, and maintenance possess the requisite skills for optimal lift functionality. This strategic enhancement is not only a testament to the commitment to public safety but also a catalyst for elevating the overall skill level in the market. It is a progression that I wholeheartedly support, as it aligns with our collective goal of continuous improvement and service excellence. Aids to Navigation (AtoN) are devices, systems or services external to vessels, designed to enhance the safe and efficient navigation of vessels and traffic, such as lighthouses, buoys, and beacons. Harbour Authorities bear the responsibility of maintaining navigational aids crucial for vessel safety within their jurisdiction. For these authorities, maintaining effective AtoN is not only a regulatory duty, but a critical aspect of safeguarding maritime interests. In an era of evolving regulations, policies, and increasing maritime traffic, optimising AtoN has never been more crucial. What is the suggested course alteration rate process in underway STS Operations? Course alterations during underway STS operations are high risk maneuvers and due to the forces exerted can present scenarios with multiple points of failure. As such, the process should be carefully assessed and monitored by the POAC as well as both participating masters and the topic procedure should be discussed and clarified prior to the STS operation, during the toolbox meeting. In case a change of course is necessary, the following parameters should be considered during the planning phase: 1. Type and size of involved vessels: drafts and displacements are important since they alter the maneuvering characteristics; 2. Weather conditions: the turn should take place only in calm weather conditions and the vessel with the higher freeboard should provide a lee to the other vessel; 3. The mooring pattern: a pattern of 8-2-2-6 is advised in the event that a turn is expected or planned. The mooring plan should also present mooring line elongation thresholds in line with MEG4 requirements; 4. Maneuvering area required for the turn; 5. Both vessels should maintain good and effective communication; 6. Cargo transfer pause and cargo hose disconnection should be considered prior to the turn as well as signals and procedures for an emergency breakaway; 7. Local vessel traffic :it is recommended that turns are avoided in areas close to separation zones; 8. Broadcasting on VHF prior to and during the course alteration . The coordination of both vessel's course alterations depends a lot on the rate of turn, which should not exceed 5-8 degree per minute, to ensure that forces on mooring lines are kept at minimum levels. The STS Service provider should maintain a protocol within the POAC competency assessment and familiarization process. ItoRO No. 31: Indirect indicative analysis is no longer accepted, “an indirect, indicative analysis may include measurements whose parameters do not provide a value directly comparable to the D-2 standard”. At the VPC we have done each and every test as per these stricter requirements already since the start. We applaud this in light of true compliance, an example we hope will soon be embraced by more Flag Administrations. IMCA clarifies guidance on selection of eCMID/eMISW inspection templates. The system's two threads, eCMID and eMISW, have been arranged to cover the majority of common vessel types found within the marine, offshore and small workboat sectors. The Marine eCMID committee have agreed to an update of the categorisations of the two schemes to simplify the decision.
