Is migration the solution to labour scarcity? With baby boomers about to retire and an uncertain generational change, Germany’s shrinking working population is dampening its growth potential. In the latest #ESMLunchTalk, German Council of Economic Experts (SVR) member Veronika Grimm spoke with ESM Chief Economist Rolf Strauch and argued that labour-oriented migration policies are insufficient to counter labour scarcity, and that additional factors should be considered to increase productivity. Among which, she mentioned: ✔️ Waves of refugee arrivals should be considered when developing migration polices ✔️ The differences in female participation across EU countries and how to increase participation ✔️ Investments to enhance productivity to substitute labour where needed #ESMeuro

We have irreversible demographic decline in the European Union. Labour shortages – six million at the moment – and skill mismatches are jeopardizing our prosperity, job creation and sustainable public and social services. In the “no migration” scenario, the Europe of 27 would lose 60 million workers over the next 30 years, 33 million of whom would be between the ages of 20 and 45, which is the most productive and creative period of life. Its population would only increase beyond the age of 65, where it would increase by 37 million. Yet we persist in treating irregular migration as a security issue only and not in the wider context of addressing our labour shortages.

Let’s TALK! Migration consistently ranks among the top three most important topics in Germany across all age groups. At WahlheYmat, we believe the key to addressing migration isn't just about the humanitarian side or filling gaps in the workforce. The real question is: What vision does our society have for social cohesion? Our vision is of a society where democracy is not defined by birthright, where digital tools are seen as opportunities, not threats, and where taking responsibility for your community is essential. We believe that fostering this sense of responsibility is critical, and we need to shift our mindset in this direction—moving away from always relying solely on the state or politics. Starting on 25th September 2024, at 17:30 in the Amerika-Gedenkbibliothek PopUp Saal, we’ll be discussing these pressing questions in our WahlheYmat Talks series, focusing on Berlin. To kick things off, we’ll be looking at how today’s city leadership views social cohesion, what plans they have, and where they need support from civil society.
