A U.S. judge in Texas blocked a climate rule of the Biden administration, requiring states to decline greenhouse gas emissions from vehicles using the national highway system.
Texas had sued the U.S. Department of Transportation (DOT) in December, arguing the agency lacked legal authority to enact the rule. A separate lawsuit was filed by 21 other states.
In a decision issued late on Wednesday, U.S. District Judge James Wesley Hendrix, who was appointed by former President Donald Trump, said he agreed with Texas in its case that "the rule was unauthorized."

When people do not decline emission in transportation the results often looks like this picture - this is how looks like the expansion of the higway i-45 wich will destroy many houses.
As we have already written the blame should be putted on wars which enforce fossil fuel lobby, delete climate change from headlines, on GDP based system which sideline sustainable transportation.
This system is also probably linked to the top-down approach. If all the efforts wasted on forcing those who not want were spent on helping those who WANT - the other 28 states, cities, districts suffering from traffic congestion, including inside states like Texas, maybe situation was better.
