#APS Catching up on some of the more important #APS matters for my #APS followers. Have you heard about the Public Service Amendment Bill 2023 that was passed by the Senate with amendments on 16 May 2024. It is on its way to Royal Ascent. Official link here: https://lnkd.in/gcf92zjr Some of the changes in the Bill include: · Stewardship is a new APS value · Making it clear that ministers cannot direct agency heads on individual APS staffing decisions · Regular capability reviews have become a requirement · To improve transparency, agencies will be required to publish their APS employee census results, with action plans to respond · Regular long-term insight reports will be commissioned to help grapple with long-term strategic policy challenges (at least one per year) Lets talk about a couple. #APSCensus No point publishing #APSCensus results if there is no accountability and action. Let’s not forget the Australian Department of Home Affairs appalling results, year after year, yet nothing to see here for some time from the government of the day, the #exSecPezzullo and the Australian Public Service Commission. Of course, the #SecretariesBoard doesn’t remember anything about it either! The #newSecFoster is now on the record to rehabilitate culture and inspire positive change in her department. So now there is ground to make up on culture, doh! #CapabilityReview Australian Department of Home Affairs is 7 years old (formed in late 2017) but across five core capability measures its maturity rating is still ‘developing’. Wow 7 years under the same leader but still developing as assessed by the senior capability review team! Some more commentary by the The Mandarin on the review here: https://lnkd.in/ghEYsShn So when will there be a Capability Review of the National Disability Insurance Agency, NDIS Quality and Safeguards Commission? Or the oversight Department of Social Services (DSS)? Nothing on the program as yet. In 2024 only 1 department listed, a slow year? Yes it was home affairs so no more work for #RecycledSecretaries or #RecycledSES at the moment? Going back to #HomeAffairs it was noted a high turnover of senior execs meant it risked losing key skills and capabilities. Again Doh. Have a look at the senior execs in the #NDIA, the turnover has been extraordinary over 10 years! At one stage, under the then ex-banking CEO nearly half the senior execs were labour hire (ex-banking). When he left there was a mass exodus. No issue there? Ask how many senior executives have more than 3 years at that level in #NDIA - you would be surprised of the (single digit) number. No problem there either?
