Friday 5 April Ecorys signed the contract with the Delegation of the 🇪🇺 European Union for the 3rd phase of the project Assistance for Dnipro Transport Development. Commission puts forward legislative proposal to promote translation of defence R&D to the front line The European Commission is considering revising its priorities for allocating funds from the European Defence Fund (EDF) to concentrate efforts and resources on a limited number of defence projects. Established in 2021 with an initial budget of €8 billion, the EDF finances defence-related technologies within the EU. In response to the conflict in Ukraine, the Commission proposed bolstering the fund with an additional €1.5 billion. However, this proposal requires approval from both member states and the European Parliament. During today's intervention in the meeting where we discussed the CCMI/203 European Defence Industry Programme, I emphasized to the European Commission the importance of ensuring that small and medium-sized enterprises (SMEs) have access to the major consortiums dominated by large European companies. It's worth noting that in Europe, there are 2,500 SMEs operating in the defence sector, representing about 85% of the companies in the industry. 🇪🇺 💪 👀 European Council Conclusions of 21 March on Security and Defence: https://lnkd.in/eqhyeZFG ' ... Increasing defence readiness and enhancing the Union’s sovereignty will require additional efforts, in accordance with Member States’ competences, to: a) fulfil the shared commitment to substantially increase defence expenditure, and invest better and faster together; b) improve the European defence industry’s access to public and private finance. In this context, the European Council invites the Council and the Commission to explore all options for mobilising funding and report back by June. Furthermore, the European Investment Bank is invited to adapt its policy for lending to the defence industry and its current definition of dual-use goods, while safeguarding its financing capacity; c) incentivise development and joint procurement to address critical EU capability gaps, in particular in strategic enablers, as well as to make full use of the synergies between national and European defence planning processes; d) enhance cooperative/joint defence investment, from the research and development to the planning stage, to industrialisation and joint procurement, and improve predictability, e.g. through multi-year fixed contracts; e) increase the resilience of the European defence industry, its flexibility and its capacity to develop and produce innovative defence products, enhancing their interoperability and interchangeability, and ensuring their availability to Member States; f) incentivise further integration of the European defence market across the Union, by facilitating access to defence supply chains, in particular for SMEs and mid- cap companies, and by reducing red tape; g) enhance rapid response and timely identification of bottlenecks in supply chains for the defence market and ensure that EU regulation is not an impediment to the development of the European defence industry; h) support initiatives to continue investing in skilled labour to address prevailing labour and skills shortages in the defence industry. The European Council invites the Council, the High Representative and the Commission to swiftly advance work on the Joint Communication on a European Defence Industrial Strategy (EDIS). It also invites the Council to take work forward without delay on the accompanying proposal for a European Defence Industry Programme (EDIP)...'

⚡ The European Union Commission has presented the EDIP (European Defense Industry Program) Regulation aimed at implementing specific measures set out in the European Defence Industrial Strategy (EDIS). One of the key objectives of EDIP is to provide financial support in the amount of EUR 1.5 billion from the EU budget over the period 2025-2027. 📃 EDIP aims at a number of key objectives: -providing financial support in the amount of EUR 1.5 billion from the EU budget during 2025-2027; -strengthening the competitiveness and responsiveness of the European Defence and Industrial Technology and Industrial Base (EDTIB) -ensuring the availability and supply of defence products; -facilitating cooperation with Ukraine in the restoration, reconstruction and modernization of its defense industry; 💡 The EDIP is intended to fill the gap between short-term measures such as ASAP and EDIRPA and prepare the EU defence industry for future challenges. This opens up opportunities for the implementation of concrete measures to strengthen the European defence industry and maintain security. ⚪ The draft EDIP has been submitted for discussion to the co-legislators - the European Parliament and the Council of the EU. European Defence Industrial Strategy has been announced! 🇪🇺 By 2030: - the value of inta-EU defence trade should represent at least 35% of the value of the EU defence market - at least 50% of MS defence procurement budget should be devoted to procurement from the EDTIB - MS should procure at least 40% of defence equipment in a collaborative manner. The European Commission listened to Polska Grupa Zbrojeniowa S.A. comments and will start discussion on the EU’s financing needs in advance of the next MFF.

🇪🇺 📢 The European Commission has presented the European Defence Industrial #Strategy (EDIS) and its related legislative proposal the European Defence Industry Programme (EDIP). 🎯 The goal is to move from the short-term emergency measures in support of Ukraine such as ASAP and EDIRPA towards the building of EU’s long-term #defence industrial readiness. ⚠ EDIS is a Joint Communication from the HRVP and the #EU Commission whereas the EDIP is a legislative PROPOSAL = Member States, the European Parliament and EU Commission will negotiate each single paragraph and this will ultimately have binding effects. So let's talk about EDIP: 💰 The proposed budget is 1.5 bn € from the EU budget for 2025-2027, with possible use of profits from frozen Russian assets to support Ukraine. ✍ The proposed set of measures: Financial measures: (building on ASAP) ➡ The European Defence Industrial Programme: grants to eligible actions, including the creation and ramp-up of manufacturing capacities for defence products, the opening of the supply chains for cross-border cooperation and the cooperation in defence procurement (Ukraine may benefit) ➡ The Fund for the Acceleration of defence Supply chain Transformation (FAST): a blending operation facility for #SMEs and small mid-caps via debt and/or equity financing Regulatory measures: ➡ The Structure for European Armament Programme (SEAP): a legal framework for 3 MS+ willing to jointly develop, procure, use and maintain defence equipment (building on EDIRPA) ➡The EU Security of Supply regime: a legal framework aiming at ensuring security of supply, removing obstacles and bottlenecks and supporting the production of defence products Institutional measure: the establishment of a Defence Industrial Readiness Board (Member States, HRVP, EU Commission) to pilot the implementation of EDIP, to define priorities and common approach to programming and procurement.
