To the residents and citizens of our community, Upholding your civil rights and ensuring your safety remain my paramount concerns. With a steadfast dedication to truth, transparency, and accountability, I echo my unwavering commitment to ethical governance. Let there be no doubt: any conduct falling outside the bounds of legality, ethics, or morality is unacceptable and warrants immediate action. In a turn of events May of 2023, a decision by the new commission—with a 4/1 vote—resulted in the appointment of an individual to the position of police chief, a role for which they were notably unqualified. This decision has had tangible repercussions for our town, including the resignation of nearly half the department, the forfeiture of approximately $160,000 in grants and costly questionable administrative decisions that have undermined the core functions of our police department. Moreover, the current state of affairs has led to two of our officers being placed on administrative leave under circumstances that deserve scrutiny—one due to an alleged association with me, despite the chief's reluctance to reconsider their reinstatement, and another who bravely highlighted the chief being derelict of duty, especially in instances where our citizens' rights were compromised. Disturbingly, the officer implicated in violating citizens civil rights remains on active duty! In any other agency across the country, this officer would have been placed on administrative leave effective immediately pending investigation, but not here in Pembroke Park. Critics, including Jeff Weinsier, Channel 10, have been quick to place the blame squarely on my shoulders. However, the reality tells a different story—one where the responsibility lies with the four commissioners who supported this ill-advised appointment and are letting the town deteriorate. I stand alone in my efforts to rectify these wrongs and to safeguard the interests of our community. Your trust in me fuels my resolve to continue fighting for a municipal government that embodies integrity and the highest ethical standards. There is good work being done in this world by good people. One of them is Marcel Brunel-Emotional Regulation Expert. Marcel works with over a hundred police and first responder agencies in Texas guiding learning about emotional literacy and regulation. We all need these skills, but for those with the responsibility to find a path through often challenging situations, they are critical. "Dignity in Policing" is a book, but it is much more than that. It is an organization committed to elevating dignity as a driving force in our culture and communities. When we live in dignity we naturally extend dignity to others. "We're working for the day when a policeman, an official, a representative of law and order is not perceived as the enemy - as the source of danger and symbol of oppression." - Sargent Shriver 1966 This quote was used by Jamie Price, former executive director of the Sargent Shriver Peace Institute, and myself in an article we wrote after completing our USDOJ-funded pilot project, the Retaliatory Violence Insight Project with Memphis, TN and Lowell, MA in 2015 - the project that formed the basis for Insight Policing. Sargent Shriver's call rings as true today in 2024 as it did in 2015 as it did in 1966. The goal that Shriver names is still a core element of Insight Policing’s vision – that officers can change public perceptions of law enforcement by what they do in each encounter. As Iain says ‘sobering reading’. You could insert the name of any Constabulary in the heading and find similar difficulties. Generally when politicians decide to rearrange things like policing, the emergency services, our armed forces they seem to gather together a team that knows nothing about these organisations and then produce a report which unusually doesn’t gather dust. Reports that should be actioned are ignored and decay in dark filing cabinets. Policing is an easy target because central government hold the purse strings. Let’s close police stations and pocket the sale price. Let’s reduce frontline officers, remove rent allowances, mess up the pension scheme and then decide we only need graduates in the role of Constable, let’s bring in officers from outside that have never performed the beat who understand nothing about policing and make them Superintendents. Enough is enough. Firstly give police the money they need to do the job, all pensions should be paid from a central fund which will be created with an increased contribution from HMG and officers continuing to make the same rate of contribution, all salaries including overtime will be paid from a central point and salaries and pensions removed from control of local authority. This means that all officers automatically get their annual pay rise not waiting until the constabulary get their funds and the availability of retirement on completion of 30 years service even if it means the officer has to pay an additional pension contribution. Decisions on injury on duty pensions and ill health retirement passed again to the ‘centre’ not the local constabulary with these payments not effecting a force budget. The current scenario leaves far too much control with the local constabulary. You can see where force medical officers are instructed to take age, overall cost into account with little reference to the actual injury and the effect this will have on the injured officers quality of life and ability to cope. Injuries on duty are more prevelent and these are more severe with bricks, petrol bombs fired at officers in addition to attacks with machetes and swords. Politicians need to back off and pass control to a proper Police Remuneration and Pensions Board which will be responsible for these items for the entire United Kingdom. Their budget must be flexible if the police face riots they have the funds to pay out so the individual force will not face a reduction in their budget meaning they cannot recruit officers, buy protective equipment etc. Recruitment and establishment figures should also be centralised - the maintenance of a strong police service in the U.K. is essential and all recruitment costs centralised. If the government is serious it supports our police service prove it and pay for it. I could go off on a tangent and discuss the need to build up our armed forces but that’s another day.
This makes for very sobering reading. John Sutherland is an incredibly decent, thoughtful and sensible man. He was also a hugely respected police leader who was kind enough to endorse my book, Tango Juliet Foxtrot in 2021, which set out why and how British policing came to be in such a mess. I was probably a little more visceral in my 2021 assessment than John had been in his writing and in his excellent books. This article however, pulls no punches. Excellent read. However, this document fails to recognize and understand the necessary standards of measure regarding the operationalization of a workforce required to maintain constitutional standards of rehabilitation and confinement essential to facilitate change and how out-of-scope political conjecture can drive away compliance. Haphazard rules of engagement can result in unethical behavior & predatory leadership, where constitutional standards become untenable as inefficacious policies and budgetary assumptions persist in uncooperative behavior. In addition, the absence of methodological oversight to assess, diagnose, and foresee staffing formulations as required only allows for misaligned comportment and organizational decay to persist in systems within budgetary appropriations absent efficacious standards of measure to transition toward constitutionally compliant standards in the operationalization of a well-constituted workforce. Human warehousing & mass incarceration will continue as long as partisan politics allows disinvestment & injustice to permeate within institutions of our American criminal justice system.
