What are LERs and Why Are They Key to Verifiable and Equitable Skills-First Hiring? "The widespread adoption of digital credentials and LERs at scale is still in the very early stages." This according to a December 2022 The Brookings Institution report (see link to report in the comments). But I believe that 2024 will be the year that LERs gain significant traction in the lifetime learning and skills hiring ecosystem and drive great value for equitable employment. So what are LERs? Education Design Lab defines Learning and Employment Records (LERs) as "digital records of an individual’s formal and informal learning and employment that better represent learners with diverse experiences in the job market" (see link in comments). A September 2020 white paper from the American Workforce Policy Advisory Board Digital Infrastructure Working Group explains that "LER technology enables us to dynamically respond to the labor market challenges of our current moment by providing a foundation upon which we can build infrastructures, systems and services that support a future in which individuals are empowered to pursue lifelong learning and career advancement, to demonstrate their capabilities on a level playing field, and support employers in finding and investing in talent" (see link to report in comments). SmartResume has released its 2024 SmartReport that visualizes in two maps "how individuals (a.k.a. learners and earners) have their achievements, skills, and qualifications recognized by organizational issuers, assume agency (control) over these official records, move those records between systems, and ultimately receive value from those records as they are consumed by different types of organizations such as employers, educational institutions, and government agencies" (see link to report in comments).
