🌍 New Guidance Released: Creating a Cycle of Protection for Trafficked Children 🛡️
I am particularly excited to announce the launch of this Guidance, as the result of the work of CHILD CIRCLE and the Council of the Baltic Sea States, in the framework of the EU-funded project PROMISE TRM. It has been a tremendous pleasure to work with my dearest colleague Rebecca O Donnell and continuously learn and get inspired by her, as well as an incredibly enriching process for me. It allowed me to delve into the understanding of the phenomenon of child trafficking, such a pervasive, serious form of violence against children, so multi-faceted and complex, and which thus calls for crucial investments and efforts for its prevention and eradication.
This Guidance has been developed to support States in building stronger, child-centred collaboration between anti-trafficking and child protection systems. To facilitate this necessary collaboration, the Guidance aims to:
✅ Provide common knowledge and understanding on the main traits of child trafficking in Europe, a phenomenon that is too often difficult to even identify. That is made even worse by the exponential increase of its online dimension, with growing use of online spaces by traffickers and increasing challenges in identifying and protecting victims in the digital space.
✅ Highlight the core protection needs for ALL children who are victims or potential victims of trafficking, regardless of the means and the purposes of trafficking, thus including when they are exploited for criminal activities.
✅ Clarify the key legal obligations of States in protecting child victims of trafficking, and the strong, existing international legal and policy framework
✅ Identify core actions for States to comply to these obligations and overcome challenges, through effective collaboration between anti-trafficking and child protection professionals/agencies/bodies.
💡 Developed through national dialogues in six Baltic Sea region countries, this Guidance addresses the real-world challenges and opportunities for a better cooperation that would ensure trafficked children receive the protection and assistance they deserve and they are entitled to.
🧰 🛠️The Guidance provides a variety of practical tools, resources and good practices to use and to get inspired from, to transform challenges into meaningful actions.

This guidance is published by Council of the Baltic Sea States and CHILD CIRCLE as part of the PROMISE TRM project, co-funded by the European Commission, which is addressing the specific needs of child victims of trafficking and exploitation by strengthening coordination between authorities and actors when responding to trafficking cases, and ensuring child justice processes.
