The City of Martinez welcomes June Du as its new Finance Director! June previously served as Finance Director for Los Altos, and has over a decade of State and local government finance experience. “June’s extensive experience in municipal finance will undoubtedly serve our staff and community well,” states City Manager Michael Chandler. “She will be a tremendous asset to the City during a critical growth period. The role of Finance Director is one of the most important jobs in an organization, and I am excited to see the value June will bring to our fiscal planning and operations. We are all thrilled to have her join our team.” She starts April 1. Welcome June!

So Gareth Rhys Williams has moved on as the UK Government’s Chief Commercial Officer. We now have two job sharers, Clare Gibbs and Marco Salzedo, current senior execs in the team, as job-sharing interim CCOs whilst they recruit a permanent person. Well done and good luck to them! But what is the future of the Government Commercial Organisation (GCO) and its operational sibling, Crown Commercial Services (CCS)? The rumours are that the all-powerful Sue Gray, the Prime Minister’s Chief of Staff, “isn’t interested in procurement”. The lack of anything much in the Labour manifesto on the subject would seem to support this. She is also not a big fan of the Cabinet Office, or at least in its current rather complex incarnation. So it appears that responsibility for procurement has been quietly moved back into Treasury, (the finance ministry), from whence it came in 2010! Darren Jones, Chief Secretary to the Treasury, is responsible for public expenditure and “procurement” is listed as one of 19(!) areas under that heading on the government’s website. I’m sure most professionals would hope that procurement was seen as a bit more than merely one-nineteenth of the public expenditure portfolio, but we’ll have to see if Jones has any exciting ideas in store for procurement and the people in the GCO. Treasury is always interested in savings, so that may be good for CCS, which declares huge savings every year, all calculated by their own people with no external audit. How do they save all that money, I wonder? Maybe Treasury will increase the fees CCS charges to suppliers, which last year provided a nice windfall of over £80 million “profit” to Cabinet Office. Of course suppliers pass those fees back to their customers, central department, councils and so on, so this is really a transfer from other public bodies to Cabinet Office. We will wait for Mr Jones’ first procurement speech with interest. #procurement #government
