I was interested to see an article today on pro bono resources in the Hennepin Lawyer from the Hennepin County Bar Association. Did you know that LawHelpMN.com provides resources for all Minnesotans with civil legal questions regardless of income or geography, which makes it a great primary referral? Or that Minnesotan has a central toll-free number for legal aid services intake at 1-877-MY-MN-LAW (1-877-696-6529)? Or that those who don't qualify for legal aid may still be able to get help from Minnesota Lawyer Referral or the Minnesota Unbundled Law Project? These are all great resources for anyone who has a legal question but doesn't know where to go for answers.

Today's #AccessToWhat data point no. 8 comes from the 2021 report, "In Pursuit of Justice: An Assessment of Civil Legal Needs in North Carolina": ❗ 71% of low-income families in North Carolina will experience at least one civil legal problem in a given year. ❗ 86% of these legal needs go unmet because of limited resources for civil legal aid providers. ❗ 91.2% of client respondents in the study cited cost as a significant barrier to gaining access to legal services. Relatedly, there is 1 legal aid attorney for every 8,000 North Carolinians eligible for legal services, compared to 1 private lawyer for every 367 North Carolina residents. ❗ While more than 2 million low-income North Carolinians were eligible for the services of legal aid providers in 2018, income limits for LSC-funded legal aid exclude middle-income clients, who often cannot afford an attorney. This is market failure. See the graphic below for more details on barriers to seeking assistance with civil legal issues, identified in the report. 🔔 Follow-Up: Share Your Support for New Preliminary Rules in Texas 🔔 Following my post yesterday about the Supreme Court of Texas announcing preliminary rules that will allow licensed paraprofessionals to assist low-income Texans with their civil legal needs, I wanted to provide more details and encourage your participation via comments to the Court. These new and amended rules enable individuals with certain qualifications to apply for licensure as legal paraprofessionals. Licensed paraprofessionals may represent low-income individuals in family law, estate planning and probate law, consumer debt law, and justice court cases. Also, licensed court-access assistants, sponsored by approved legal aid organizations, can represent low-income individuals in justice court. This initiative is a crucial step towards closing the justice gap and ensuring that access to justice is available to all Texans, regardless of their financial situation. I **strongly** encourage lawyers and paralegals to review these rules and submit comments of support.
