Massachusetts, the most highly educated state in the nation, is making bold strides towards a more inclusive and diverse workforce. The op-ed discusses how "credential inflation" can hinder opportunities, and why we're advocating for skills-based hiring as a game-changer. Governor Maura Healey's recent initiative, the "Lead by Example" Employer Talent Initiative, highlights the Commonwealth's commitment to skills-based employment practices, focusing on evaluating ability rather than educational credentials. Our new report, made in partnership with Massachusetts Business Roundtable, shows that there are 12 public and private higher education institutions in MA that meet the MSI federal designation. As MA faces labor shortages and communities of color continue to face barriers to many career sectors, the report includes several recommendations for policymakers to consider on how to capitalize on these institutions and support the populations they serve. Blair Milo, the former two-term mayor of La Porte and a former member of Gov. Eric Holcomb’s Cabinet, is the founding director of Sagamore Institute’s Center for Talent & Opportunity. We asked her about efforts to develop talent and grow jobs in communities across Indiana. Q. In its 2022 survey of employers, the Indiana Chamber of Commerce found that 74% of companies in our state said they had been forced in the past year to leave jobs vacant because of a lack of qualified applicants. What are the primary factors contributing to the gaps in talent? What does Indiana need to do to overcome those obstacles? Blair: We need to reimagine the ways that employers connect with talent and particularly talent development institutions, whether it’s K-12 or higher education. Much of this has to do with the changing nature of work, especially with the continued advancements in technology and the different skill sets needed to leverage that technology. The nature of work environments also is changing, with the growth in work from home and work from anywhere jobs. How people are connecting to career paths is now a very dynamic landscape. The earlier that employers can engage with future talent, the more seamless recruitment processes will be.

Excited to see the education spotlight in Tennessee shifting toward innovative, future-focused education models. Now, if only we can get some momentum behind meaningful career exploration as early as the middle grades. Our middle school studio (New School Learning powered by The Lab School of Memphis) has set out to do just that by partnering with businesses for in-person and virtual internships. Internships for middle schoolers not only provide valuable learning opportunities for students but also offer significant benefits to employers. By taking a proactive approach to talent development, and directly involving themselves in cultivating relevant skills for their future pool of workforce candidates, employers can shape the trajectory of the talent pipeline. Engaging with young people during this formative stage allows employers to instill industry-specific knowledge and practical skills early on, ensuring that students are well-prepared for future roles, and for the postsecondary learning required to fill them. The health of our future economy relies heavily on where, how, and WHEN (hint: high school is often too late) we invest today. Exciting developments in Philadelphia as newly inaugurated Mayor Cherelle L. Parker signed an executive order removing college degree requirements for specific city jobs. This bold move, part of her 100-Day Action Plan, is all about opening doors for more Philadelphians to access good-paying jobs. With only about a third of Philly residents holding a bachelor's degree, it's a crucial step toward tearing down the "paper ceiling." Nationwide, more than 70 million workers don’t have a college degree, per research from Opportunity@Work. That means half of the U.S. workforce faces barriers to employment from simply not holding a college degree. This move is not just a policy change; it's a testament to the growing skills-based hiring movement. I strongly believe in the power of postsecondary education and lifelong learning, and Mayor Parker's bold stance reinforces the reality that learning happens in various ways and that learned skills matter—creating opportunities for success, no matter your educational background. I hope others will follow her lead.
