👉 Training. The 2022 Construction General Permit (CGP) became effective on February 17, 2022, replacing the 2017 CGP. The 2022 CGP provides permit coverage to eligible construction stormwater discharges in a handful of states, park reserves, Native American lands, and Islands under United States jurisdiction. Many states utilize a variation of the CGP. The one thing that everyone should be aware of is the "qualified person requirement" in section 4 and 6 of the Construction General Permit. In order to perform environmental inspections, the person must be qualified to perform the inspections. 4.1_The person(s) inspecting your site may be a person on your staff or a third party you hire to conduct such inspections. You are responsible for ensuring that any person conducting inspections pursuant to this Part is a “qualified person.” A qualified person is someone who has completed the training required by Part 6.3. NY, for example, has its own program that you must take unless you are a CPESC, RLS, or PE. Other states prioritize the "qualified person" criteria and require erosion and sediment control training for the person to perform environmental inspection or compliance monitoring. These programs are not typically sanctioned by the agencies but are recommended. So here's my proposal to you: I will provide details in the next few days for a Sunday course that will cover the topics in the CGP, provide resources that will connect the environmental job seeker with certifying bodies and environmental organizations, provide resources to potential opportunities with inspection and environmental companies seeking support, and review technologies that one can use to excel in environmental compliance. Per the EPA "If the non-EPA course covers the minimum topics listed in Part 6.3.b of the CGP, an individual completing the course and having an up-to-date certification of completion can rely on the course to comply with the CGP’s requirements." I chose Sunday because many people can't afford to take off days during the week or Saturday, especially working construction. I also plan to do the course virtually so anyone from anywhere can participate.
